monitoring is not required" and requests a work plan for the destruction of
_ the ground water monitoring wells.
• August 2011 Public Notice, Environmental Closure Request from
California Environmental Protection Agency. The document states that "a
study in 1989 detected DDT and endosulfan in the soil. However, a
follow-up study in 2008 failed to detect any DDT or endosulfan, showing
that these compounds had degraded... In 1989, groundwater from one of
the monitoring wells contained low concentrations of silvex, bromacil,
carbaryl, carbofuran and methomyl. These concentrations were below
concentrations of concern to human health, and were not detected in four
quarters of groundwater monitoring in 2009 and 2010. Because pollutants
are not detected at concentrations of concern to human health or the
environment, Central Valley Water Board is considering closing the site."
• January 2012 letter from Central Valley Regional Water Quality Control
Board, Rationale for Considering No Further Action. The letter
summarizes the issues surrounding the Trinkle & Boys property as
follows: "The site has been an airstrip and operations area for aerial
pesticide applicators from 1949 to 2001, when the current owners
purchased the property. In 1986, pesticides were detected in a
wastewater discharge area, and in 1987 and 1989, Cleanup and
Abatement Orders requiring investigation were issued to different
operators. In 1989, three underground fuel tanks were removed without
permits. In 1990, Trinkle and Boys conducted an investigation and the
Cleanup and Abatement Orders were rescinded. In 1992 one more
underground fuel tank was removed without a permit, although San
Joaquin County concurred that confirmation samples showed that no
pollution occurred relating to this tank." The letter states that "residual soil
contamination concentrations are below human health protective
screening levels, based on California Human Health Screening Levels
(CHHSLs) for residential land uses and Environmental Protection Agency
Preliminary Remediation Goals (PRGs) for residential land uses.
Pollutants identified in grab groundwater samples that exceeded water
quality objectives (dichlorobenzene and diuron) were not detected in four
quarters of groundwater monitoring."
• March 2012 letter from Central Valley Regional Water Quality Control
Board, No Further Action Determination. The letter states that "Trinkle
and Boys Flying Service has satisfactorily completed site investigation and
achieved applicable remedial action standards and objectives. Therefore,
no further action is required as of the date of this letter."
Selections from the documents discussed above have been included in
Appendix 6 of this report.
LOGE 1506 9
