Id <br /> January 7,2004 <br /> NOA ENVIRONMENTAL PROJECT NUMBER LE03-354 <br /> Mr. Thoming indicated that two above-ground storage tanks are located on the subject property,one <br /> 3,000-gallon gasoline tank and one 12,000-gallon diesel tank. He stated that there have been no spills <br /> or leaks on the property. <br /> Because the site is agricultural,Mr. Thoming indicated that agricultural chemicals had been applied <br /> to all crop areas on the site. He attached a map of the property showing that chemicals are mixed in <br /> a small building to the east of the northernmost residence. <br /> No further information of environmental relevance was provided by Mr. Thoming. <br /> 3.0 PAST AND CURRENT SOURCES OF CONTAMINATION <br /> 3.1 Research Methods <br /> NOA Environmental employs a standard practice for review of database information. On a street map <br /> showing the location of the subject property, a circle is drawn one-quarter mile out from the property <br /> boundaries, and street maps or web-based mapping services are then used to determine address <br /> ranges for all streets within the quarter mile. All agency databases searchable by address are then <br /> searched for these address ranges. <br /> 3.1.1 Regional Water Quality Control Board <br /> ` Our office reviewed the Leaking Underground Storage Tanks(LUST)list(October 2003),the Water <br /> Purveyors Quarterly Report on MTBE(October 2003), and the Spills, Leaks, Investigations, and <br /> Cleanups (SLIC) list (1st Quarter 2003) on file with the Central Valley Regional Water Quality <br /> Control Board(CVRWQCB)in an attempt to determine if there were any files present at that agency <br /> which note the unauthorized release of a toxic or hazardous agent into the environment on the subject <br /> property or within a one-quarter mile radius of the subject property. <br /> The subject property was not listed on any of these databases. No addresses were found on these <br /> databases within one-quarter mile of the subject property. <br /> 3.1.2 San Joaquin County Environmental Health Department <br /> Inquiries were made with the San Joaquin County Environmental Health Department (EHD) to <br /> review file information for the subject property addresses of 34211 South Highway 33 and 33510, <br /> 33600,33444, and 33446 Koster Road. According to Ms. Kimberly Campbell of the EHD, one file <br /> was found for the subject property address of 33600 Koster Road. This file contained underground <br /> storage tank permits for three tanks of"unknown" contents. Permits dated September 1989 list tanks <br /> one and two as removed.
