r San Joaquin County Community Executive Summary <br /> Development Department <br /> quarry excavation permit. These standards have been incorporated into the <br /> project design. <br /> ❑ Stockpiling. No stockpiled soil or material shall be placed closer than <br /> twenty-five(25) feet to a property boundary unless it functions for <br /> screening, consistent with Chapter 9-1020. <br /> ❑ Private Roads. All private roads shall be maintained so as to control dust <br /> and traffic-control and warning signs shall be installed,if required by the <br /> Director of Public Works. <br /> ❑ Erosion Control. An erosion and sediment control plan shall be <br /> approved by the Development Services Division as part of the <br /> _ reclamation plan approval. <br /> ❑ Hours of Operation. Plant operations shall normally be carried out <br /> during the hours from 5:00 a.m. to 9:00 p.m.,with extensions if needed <br /> approved by the Director of the Community Development Department. <br /> ❑ Replacement of Topsoil. Topsoil shall be set aside and replaced and the <br /> site leveled in conformance with the excavation permit. <br /> L <br /> ❑ Weed Control. If noxious weeds are on-site, operations shall be carried <br /> out in accordance to instruction from the Agricultural Commissioner. <br /> .. ❑ Health Considerations. The project must include provisions for mosquito <br /> and other pest abatement, and a potable water supply and approved <br /> sanitary facilities for employees. <br /> ❑ Setbacks. No excavation may take place within 25 feet of any property <br /> line or right-of-way. <br /> w ❑ Slopes. Temporary interior cut slopes shall comply with state and <br /> federal OSHA standards. Final slopes shall not exceed 2H:1 V,unless <br /> site-specific geological and engineering analysis demonstrate through a <br /> 6. slope stability analysis that final slopes of 1.5H:1 V shall meet minimum <br /> stability factors of safety as required in Section 9-1415.2(d)(4). All <br /> slopes over 50 feet high shall be terraced a minimum of 12 feet. <br /> Terraces must be sloped back toward the fill and design such that runoff <br /> L is directed to collection points where it can enter catch basins and be <br /> conveyed to the toe of slope. A drainage plan shall be submitted to the <br /> Development Services Division for approval in conjunction with <br /> approval of the mining permit and reclamation plan. <br /> ❑ Fencing. Three-strand barbed wire fencing shall be maintained around <br /> the excavation area. <br /> ❑ Screening and Landscaping. Landscaped berms or other screening <br /> methods shall be used to screen views of the open pit from the public <br /> right of way and residences. <br /> ❑ Ponding. All water used in plant operations shall be conveyed to an <br /> enclosed system. <br /> ` ❑ Excavation/Reclamation Schedule. The reclamation plan shall show the <br /> stages of excavation, as required in Section 9-854.
