The Applicant shall pay a fee to the County <br /> to cover the cost of annual inspections of the excavation to ensure <br /> compliance with the conditions of the permit and reclamation plan. <br /> ❑ Performance Guarantee. The Applicant shall provide performance <br /> guarantees,as required by the County and state to ensure reclamation of <br /> disturbed land. The guarantees may be staged. <br /> ❑ Groundwater Conditions. An evaluation of the impact of resource <br /> extraction on groundwater conditions shall be required for all quarry <br /> excavations that extend below the groundwater level of the uppermost <br /> aquifer. <br /> Agriculture and Topsoil Protection <br /> ■ (SMR-8): Leveled reclaimed areas shall be returned to a fertility level <br /> similar to crops grown on the property. Success shall be evaluated by a <br /> qualified agricultural consultant,and shall be considered to meet acceptable <br /> fertility level when 80%of trees have success of establishment. If alternating <br /> row crops are planted,then success shall be met when such row crops <br /> produce at least 801/6 product,as compared to surrounding properties on a <br /> per-acre basis. Side slopes are to be reclaimed. <br /> ■ (SMR-9): When distinct soil horizons are present,stockpiled topsoil shall be <br /> separated by soil horizon. Topsoil shall be replaced with the horizons in the <br /> respective order. <br /> ■ (SMR-10): Fertilizers or other soil amendments used in reclamation(if any) <br /> shall not cause contamination of groundwater. <br /> ■ (R-3): Topsoil shall be applied at depths that emulate natural conditions at <br /> the site. Average topsoil replacement depth shall be 18 inches. <br /> Alternatives to the Proposed Project <br /> An EIR is required to examine a range of alternatives that meet most or all of the <br /> project objectives and that substantially reduce one or more of the Project's <br /> significant effects. The range of alternatives that must be presented is governed <br /> by a"rule of reason'that requires the EIR to set forth only those alternatives <br /> necessary to permit a reasoned choice. The alternatives must be limited to ones <br /> that would avoid or substantially lessen any of the significant effects of the <br /> Project. Of those alternatives, the EIR must examine in detail only the <br /> alternatives the lead agency determines could feasibly attain most of the basic <br /> project objectives.
