San Joaquin County Community Introduction <br /> Development Department <br /> Project Background <br /> The project area is located on a 217.5-acre site that is currently in agricultural — <br /> use. Several other aggregate mines are currently in operation or are proposed in <br /> the vicinity of the proposed project. Pursuant to Section 15082 of the California <br /> Environmental Quality Act(CEQA)Guidelines, San Joaquin County, as lead — <br /> agency under CEQA,prepared a Notice of Preparation(NOP) of an <br /> environmental impact report(EIR)addressing the proposed project and <br /> circulated it for public review from April 12,2004 to May 12, 2004. The NOP is — <br /> included in Appendix A of this EIR. Written comments received during the <br /> scoping process are provided in Appendix B. <br /> Purpose of the EIR <br /> CEQA requires that all state and local government agencies consider the <br /> environmental consequences of projects over which they have discretionary <br /> authority before taking action on those projects. The purpose of this EIR is to — <br /> inform agencies and the public of the potential significant environmental effects <br /> of the proposed project, identify ways to minimize the significant effects,and <br /> describe reasonable alternatives to the project that will avoid or reduce — <br /> potentially significant effects(State CEQA Guidelines 15121[a]). <br /> This draft EIR has been prepared for the San Joaquin County Community — <br /> Development Department pursuant to CEQA(Public Resources Code, Section <br /> 21000 et seq.),the State CEQA Guidelines (14 California Code of Regulations <br /> [CCR], Section 15000 et seq.),and San Joaquin County Development Title 9 <br /> (Chapter 9-854 Quarry Excavation Permits and Chapter 9.1415,Quarry — <br /> Excavation Standards). The County is the CEQA lead agency for the proposed <br /> project. <br /> Scope of the EIR <br /> This EIR examines the potential environmental impacts of mining at the site, <br /> operation of the plants, and implementation of the reclamation plan. It also <br /> analyzes the impacts of alternatives to the proposed project. <br /> The NOP for this EIR(Appendix A), distributed by San Joaquin County, <br /> included a copy of the initial study prepared for the proposed project.
