San Joaquin County Community Project Description <br /> Development Department -- <br /> backfilled to groundwater level and used as an approximately 24-acre agricultural <br /> pond. However,if less mining occurs than planned,more fines than expected are <br /> generated during mining,or a substantial amount of fill is brought to the site as <br /> backhaul from job sites,no pond would be left. Instead,the South Pit would be <br /> backfilled to existing topography and Stage III of the North Pit would be <br /> backfilled to a uniform grade 15 feet above groundwater,consistent with Stages I <br /> and H of the North Pit. <br /> The Applicant would bear all costs of reclaiming the site, as required by the <br /> Surface Mining and Reclamation Act(SMARA). — <br /> Environmental Commitments - <br /> Regulatory requirements enforced by the County and other governmental T <br /> agencies are measures that are required by law and are not considered mitigation <br /> measures. Many of these requirements reduce the potential impacts of a project <br /> to a less-than-significant level. The following measures are specific to the <br /> proposed project and are referred to in subsequent resource discussions where <br /> they serve to avoid or minimize the potential for an impact to occur;as such,they <br /> are not identified as mitigation measures. These regulatory requirements will be <br /> incorporated into the project design and will be included in all construction <br /> documents(e.g.,plans, specifications and estimates). The County will designate <br /> an Environmental Monitor to ensure compliance with the following <br /> environmental commitments. 1 <br /> General Commitments — <br /> ■ A water truck will be used for dust control. <br /> ■ The mobile fuel and lubrication truck will be equipped with automatic shut- <br /> off valves to prevent spills and will carry appropriate absorbent materials to <br /> contain and recover spills. <br /> ■ A Spill Prevention, Control, and Countermeasures Plan will be in place to <br /> guide reporting, control and cleanup activities in the event of a spill. <br /> ■ Onsite drainage will be retained in the settling ponds and reclaimed lake. <br /> Erosion or runoff control measures will be implemented near processing <br /> facilities to prevent offsite sedimentation. <br /> ■ A perimeter berm will be constructed to screen onsite activities from the <br /> views of passers-by on Koster Road and Blewett Road. <br /> ■ Inactive topsoil stockpiles will be sloped at III:I V or flatter and will be <br /> located at least 15 feet from active mining. Erosion control and weed control <br /> measures will be implemented as needed. <br /> ■ Avoidance, setbacks, and relocation of existing utilities at or adjacent to the <br /> project site.
