Noise
Several residences are located near the site and along studied haul routes(figure 4.5-2). The EIR
determined that mining activities, plant operations and truck traffic will generate noise levels that exceed the
County's noise standards. The EIR developed four feasible mitigation measures (see MMRP, page 5-4,
Mitigation Measures 4.5.1.a-d). However, even with these measures, the EIR determined that it is likely that
noise levels could still exceed County standard of 50 dBA Leq at the exterior property line of the three
residences nearest to the project site (R3, R4, and R5). Noise impacts after mitigation remain significant.
Land Use
The EIR found that the project has the potential to conflict with existing and planned land uses surrounding
the project site. However, application of the proposed mitigation measures will reduce that impact to less
than significant. The EIR found that the project was consistent with applicable Land Use designations and
policies. The EIR found that the project was consistent with the Surface Mining and Reclamation Act. The
EIR found that the project would conform to the San Joaquin County Multi-Species habitat Conservation
Plan by either participating in the plan or implementing equivalent mitigation measures described in Section
4.9, Biological Resources(See MMRP, page 5-8, Mitigation Measures 4.9.2ac). Land Use impacts are
less than significant after mitigation.
Traffic
The EIR reviewed three haul routes. Haul route 2 proved unworkable, and haul route 3 was revised and is
now"revised haul route 3." The applicant is proposing the use of haul route 1 on a permanent basis, and
revised haul route 3 as a temporary option until the interchange at SR 132 and Bird Road is constructed.
Haul route 1 and revised haul route 3 are shown in figure 4.4-2 and revised figures 4.4-3a and 4.4-3b. The
EIR determined that traffic impacts could be reduced to less than significant with several mitigation
measures(see MMRP page 5-3, mitigation measures 4.4.1a-e, 4.5.3).
The Department of Public Works has determined that revised haul route 3 can be used after financing for
the future State Route 132/Bird Road Interchange is completed. After the interchange is completed, haul
route 1 shall be used.
Agriculture
The EIR found that the project would not conflict with the existing agricultural zoning of the subject
properties nor with the provisions of an existing Williamson Act contract(See Williamson Act below). The
EIR determined that the mining activities have the potential to result in offsite impacts to adjacent
agricultural lands. However, implementation of Mitigation Measure 4.3.3 (dust control measures)would
reduce that impact to less than significant. The EIR found that deep pit aggregate extraction will reduce the
agricultural productivity of the project site. However, modification of the Reclamation Plan to incorporate
elements of a comprehensive soil resource extraction, maintenance and reintroduction plan would reduce
that impact to less than significant(see MMRP, page 5-2, Mitigation Measure 4.3.4). Agricultural impacts
after mitigation are less than significant.
Geology Soils, and Seismicity
County standards provide for temporary slopes as steep as 1:1 (H:V). Temporary slopes as steep as ''/z:1
may be permitted if site specific geologic and engineering analysis demonstrate through a slope stability
analysis that the proposed temporary cut slopes will have a minimum slope stability factor of safety as
required in Section 9-1415.3(k)(4)of the Development Title. The project proposes temporary slopes of%:1.
A slope stability analysis determined that the proposal would meet the required safety factors. The
applicant is also proposed final slopes of 2:1 with no terracing. Although the EIR found that this would not
San Joaquin County QX-01-2\Lonestar California
Community Development Page 17
