Traffic Impact Study March 24,2004 <br /> Proposed RMC Pacific Mining Site Page 12 <br /> Intersection of Bird Road and SR 132 <br /> The existing and cumulative conditions analyses indicate that the intersection of Bird Road and <br /> ` SR 132 is experiencing poor levels of service and requires improvements. Caltrans has approved <br /> a Project Study Report for an interchange to replace the existing intersection. The proposed <br /> interchange is expected to mitigate the cumulative and future impacts to the intersection. The <br /> project should be required to contribute an equitable share of the cost of the interchange. <br /> Intersection of Koster Road and SR 132 <br /> The intersection will operate at unacceptable levels of service based on cumulative-without- <br /> project conditions on the northbound and southbound approaches. The poor levels of service are <br /> primarily the result of the difficulty that would be experienced by vehicles attempting to turn left <br /> or proceed through across both directions of SR 132. The eastbound and westbound left-turn <br /> lanes function at acceptable levels of service and are expected to continue to function at <br /> acceptable levels of service through the year 2025 with the project (both haul routes). <br /> The future traffic volumes on Koster Road are expected to be minimal and it is not anticipated <br /> that traffic signal warrants will be met. Despite the poor levels of service for some movements, <br /> -- consideration of Haul Route 2 should not be precluded because project traffic would consist of <br /> eastbound right turns, northbound right turns, and westbound left turn movements. The analysis <br /> does not indicate that significant delays would be experienced by these turning movements <br /> •- which will operate at acceptable levels of service. <br /> The intersection is expected to be unsafe during foggy conditions, and it is not recommended that <br /> ■- truck traffic utilize the intersection for turning movements during foggy conditions. <br /> Intersection of Welty Road and SR 132 <br /> ` The intersection of Welty Road and SR 132 is expected to operate at acceptable levels of service <br /> with the project for both haul routes. Neither of the proposed haul routes requires project traffic <br /> ` on Welty Road. In the future without the project, the northbound approach to the intersection is <br /> expected to experience a level of service F. The poor level of service is primarily the result of <br /> the difficulty that would be experienced by northbound vehicles attempting to turn left. The <br /> future traffic volumes on Welty Road are expected to be minimal and it is not anticipated that <br /> ` traffic signal warrants will be met. <br /> Intersection of McCracken Road and SR 132 <br /> The intersection is expected to operate at acceptable levels of service with the project for both <br /> haul routes. Neither of the proposed haul routes requires project traffic on McCracken Road. In <br /> `. the future without the project, the northbound and southbound approaches to the intersection are <br /> expected to experience a level of service F. The poor levels of service are primarily the result of <br /> the difficulty that would be experienced by vehicles attempting to turn left or proceed through <br /> across both directions of SR 132. The future traffic volumes on McCracken Road are expected <br /> to be minimal and it is not anticipated that traffic signal warrants will be met. <br /> ` Interstate 5 / SR 132 Interchange <br /> The interchange is expected to operate at acceptable levels of service through the year 2025 with <br /> the project based on the projected traffic volumes. <br /> r <br />
