3. PROJECT DESCRIPTION <br /> ,r installed and maintained for traffic and safety purposes. Haul roads would be graded, watered, <br /> and maintained with berms for traffic safety. Slopes would be fenced to prevent public access <br /> and replaced at 2:1 per County Code requirements. Equipment,roads,fences,and security would <br /> be maintained in compliance with County Code,Mine Safety and Health Administration(MSHA) <br /> regulations, and Cal-OSHA regulations. <br /> .. Petroleum products and other hazardous materials would be stored on the site,including gasoline <br /> and diesel fuel,oil and grease, waste oil,antifreeze,used oil filters, solvents, batteries,gases, <br /> ready-mix admixtures. All petroleum products and hazardous materials would be stored in <br /> regulatory agency approved containers and secondary containment. A Hazardous Materials <br /> Management Plan (HMMP) would be prepared and submitted to both the San Joaquin County <br /> Environmental Health Department and the Stanislaus County Environmental Health Department. <br /> ` This plan would include an inventory of hazardous materials and hazardous wastes,how these <br /> materials are handled, how the wastes are disposed,and a hazardous materials and wastes <br /> emergency response plan.The HMMP would be located on the property at all times and <br /> employees would be trained on the details of the plan. <br /> DUST CONTROL <br /> The potential sources of fugitive dust in the mining operations include: <br /> ` • Pit face excavation <br /> • Loading of haul trucks <br /> • Dumping material into the feed hopper <br /> .. • Transfer points on the field conveyors <br /> • Pit haul roads <br /> r. The mining operation will regulated by SJVUAPCD Rule 8020. Dust suppression for the <br /> operations will include the watering of mining areas and haul roads by water trucks as necessary <br /> to reduce dust. Approximately 80,000 gallons per day of water will be used for dust suppression <br /> r during construction,operation,and reclamation. In the mining operations the water will be <br /> applied by a water truck at the pit face and along the haul roads. Spray bars will be located at the <br /> feed hopper and at the field conveyor transfer points. A bag house will be used on most crushers, <br /> ` dry screens,transfer points,and all plants to control airborne dust and emissions. <br /> HOURS OF OPERATION <br /> The project's hours of operation will be 24 hours per day, 6 days a week (Monday through <br /> Saturday) with maintenance on Sundays. <br /> 3.6.3 PROCESSING FACILITY <br /> The processing facility would consist of conveyors, screens,crushers,and scrubbers. There <br /> would be a Ready Mix Concrete Plant and an Asphalt Plant. There would be a quality control <br /> ` facility located at the plant site.
