3. PROJECT DESCRIMON <br /> outside contractor,would be brought in intermittently into the middle of the plant site to produce — <br /> base. The office would consist of a series of pre-manufactured buildings. All plant and office <br /> facilities would be constructed in the Phase IX area and would be accessed via South Costa <br /> Ranch Road. There would be approximately 40 employees at the facility. The life of the — <br /> processing operation would continue parallel to mining operations. During the final phase of <br /> mining, Phase IX,the processing plant area would be mined and a portable processing plant <br /> would be set up in the Phase IV area, which by that time would be a capped silt pond. The — <br /> portable processing plant would remain in Phase IV for the final phase of mining operations. <br /> Truck scales would be located at the processing facility and a scale house/office building that — <br /> would be approximately 1,800 square feet in size would be located near the truck scales. A <br /> portable,concrete recycling plant,owned and operated by an outside vendor, would be brought in <br /> intermittently into the middle of the plant site(the Phase IX area)to produce base. Concrete <br /> comeback and waste concrete from the batch plant would be stockpiled for recycling. <br /> Approximately 100,000 tons of material per year would be recycled. An inert landfill may be <br /> included at the project site in the future. <br /> STATIONARY PLANT _ <br /> The stationary plant will produce between 1.7 and 4.0 million tons of aggregate per year, <br /> depending on market demand. Approximately 75 percent of the processing plant would involve a <br /> wet screening process. The wet plant would consist of scrubbers, crushers, coarse material <br /> washers, fine material washers,conveyors,and wet screens for the washing and sizing of <br /> materials. The other 25 percent of the material would be processed through a dry circuit that _ <br /> would consist of conveyors,crushers, and dry screens for the sizing of the crushed aggregates. <br /> Input from the processing facility would be approximately 1,400 tons per hour and output would <br /> be approximately 1,200 tons per hour(the 200 ton per hour difference would be due to the — <br /> generation of silts and clays by the processing plant operation). <br /> Wastewater from the plant washing process would be stored in settling ponds. Settled water from <br /> the settling ponds would be recycled for use in the plant washing circuit. <br /> POWER USAGE <br /> The power grid connection would be at the South Costa Ranch and Blewett Road intersection. <br /> The annual usage of the aggregate plant is projected to be approximately 14,700 megawatt hours. <br /> The concrete batch plant is projected to use approximately 415,000 kilowatt hours, and the <br /> asphalt plant is projected to use approximately 450,000 kilowatt hours. Natural gas would be <br /> used at the kiln for the asphalt plant at a volume of 500,000 deca-thetins per year. — <br /> WATER <br /> It is estimated that project operations would require approximatq1L 3,840,000 gallons of water per <br /> day (approximately 3,040 acre feet annually).
