4. ENVIRONMENTAL ANALYSIS <br /> r <br /> 4.2 LAND USE <br /> ` (b) Density: <br /> Development density shall be a maximum of one primary dwelling unit per 20 gross acres. <br /> This requirement does not apply to Lot Line adjustments if the dwelling unit density for <br /> affected parcels is not increased as a result of the Lot Line adjustment. Additional dwelling <br /> units for farm employee housing and farm labor camps may be permitted. Minimum parcel <br /> sizes shall be 20-40 acres where irrigation water is available, 80-160 acres where water is <br /> r, not available for irrigation. The designation of appropriate parcel sizes shall be based on <br /> the predominant existing parcel size and residential density in the area. <br /> (c) Typical Uses: <br /> Typical Uses include crop production,feed and grain storage and sales, aerial crop <br /> spraying,and animal raising and sales. Additional activities such as resource recovery, <br /> dairy and canning operations, stockyards,and animal feedlots and sale yards require <br /> permits. <br /> Open Space Resource Conservation <br /> This designation applies to those areas with significant resources that generally are to remain in <br /> open space. In order to protect both the open spaces so designated and whatever significant <br /> resources they contain the following are required: <br /> ` (b) Discretionary permits shall be required for development in Resource Conservation areas; <br /> (c) Environmental assessments for development proposals within Resource Conservation <br /> Areas shall identify the sensitivity of the resources and measures to protect the resources. <br /> SAN JOAQUIN COUNTY GENERAL PLAN <br /> ` The San Joaquin County General Plan 2010, adopted July 29 1992, serves as the principle land <br /> - use planning document for unincorporated San Joaquin County. The San Joaquin County <br /> General Plan contains numerous goals,objectives,policies,and implementation measures which <br /> address land use compatibility. Although land use classifications in the San Joaquin County <br /> Zoning Ordinance may be more detailed than those in the General Plan,all development must be <br /> consistent with the General Plan. For applicable polices related to other environmental issues <br /> (e.g.,noise,air quality,and biological resources),the reader is referred to the appropriate sections <br /> of this EIR. <br /> r <br /> The General Plan Resource Element contains policies governing the development of mineral <br /> resources, and land use within designated Agriculture and Open Space areas.
