4. ENVIRONMENTAL ANALYSIS <br /> 4.2 LAND USE — <br /> Agricultural Lands Policies: _ <br /> Preservation of Agricultural Lands/Compatible Uses <br /> Policy 5 Agricultural areas shall be used principally for crop production,ranching, and <br /> grazing. All agricultural support and non-farm uses shall be compatible with <br /> agricultural operations and shall satisfy the following criteria: <br /> (a) The use requires a location in an agricultural area because of unusual <br /> siting requirements, operational characteristics,resource orientation, or <br /> because it is providing a service to the surrounding agricultural area; <br /> (b) The operational characteristics of the use will not have a detrimental <br /> impact on the management or use of surrounding agricultural properties; <br /> (c) The use will be sited to minimize any disruption to the surrounding <br /> agricultural operations; and <br /> Policy 8 To protect agricultural land,non-agricultural uses which are allowed in the <br /> agricultural area should be clustered, and strip or scattered development should <br /> be avoided. <br /> Policy 10 Non-agricultural land uses at the edge of agricultural areas shall incorporate <br /> adequate buffers(e.g.,fences and setbacks)to prevent conflicts with adjoining <br /> agricultural operations. <br /> Mineral Resources Objectives <br /> To provide for the production of extractive resources while protecting people, property,and the — <br /> environment from hazards caused by resource extraction. <br /> Mineral Resources Policies <br /> Mined lands shall be reclaimed as soon as reasonably possible. <br /> Open Space Objectives <br /> To preserve open space land for the contribution of commercial agriculture and productive uses, _ <br /> the enjoyment of scenic beauty and recreation,the protection and use of natural resources,and for <br /> protection from natural hazards. <br /> Open Space Policies <br /> Development may be permitted in Resource Conservation areas only if proposed uses will not <br /> have significant negative effects on the continued existence or use of the resource. <br /> SAN JOAQUIN COUNTY ZONING CODE _ <br /> The San Joaquin County Zoning Ordinance currently designates the project site as AG-40, <br /> General Agriculture with a 40-acre minimum parcel size.
