ENVIRONMENTAL ANALYSIS <br /> 4.2 LAND USE <br /> ` are required to maintain a 40-acre parcel size, the Proposed Project site includes two non- <br /> conforming lots.These lots(APNs 265-010-17 and 265-010-1)are the intended site for the re- <br /> located house and total only 3.03 acres .Their sub-standard parcel size pre-dates the Proposed <br /> Project. Lands adjacent to the project site are also zoned AG-40.This zoning district is described <br /> below: <br /> AG -Minimum parcel size of 40 acres: The General Agriculture (AG)Zone is established <br /> to preserve agricultural lands for the continuation of commercial agricultural enterprises. <br /> This zone is intended to implement the General Agriculture land use designation of the <br /> General Plan. Division 6,Agricultural Zones, of the San Joaquin Zoning Ordinance <br /> provides specific uses and structures allowed in this zone. <br /> Quarry operations are a permitted use within the AG zone,and require San Joaquin County <br /> ■+ approval and Quarry Excavation Permit. <br /> SAN JOAQUIN CO UNTY MULTI-SPECIES HABITAT CONSERVATION AND <br /> ` OPEN SPACE PLAN <br /> The key purpose of the San Joaquin County Multi-Species Habitat Conservation and Open Space <br /> Plan(SJMSCP), is to provide a strategy for balancing the need to conserve open space and the <br /> need to convert open space to non-open space uses while protecting the region's agricultural <br /> economy;preserving landowner rights; providing for the long-term management of plant,fish <br /> and wildlife species,especially those that are currently listed, or may be listed in the future,under <br /> the Federal Endangered Species Act(FESA) or the California Endangered Species Act(CESA); <br /> providing and maintaining open spaces which contribute to the quality of life of the residents of <br /> San Joaquin County; and, accommodating a growing population while minimizing costs to <br /> project proponents. <br /> The SJMSCP was designed to assist in the implementation of the resource management and open <br /> space management goals and policies of local general plans(including the City of Stockton). <br /> (San Joaquin Council of Governments, 1999). Refer to Section 4.8,Biological Resources for a <br /> more detailed discussion of the SJMSCP. <br /> �- STANISLAUS COUNTY LAND USE DESIGNATIONS <br /> The Stanislaus County portion of Proposed Project site is currently designated as Agriculture <br /> (AG). The Land Use Element of the Stanislaus County General Plan defines the Agriculture land <br /> use designation as follows: <br /> Intent: This designation recognized the value and importance of agriculture by acting to <br /> preclude incompatible urban development within agricultural lands. It is intended for areas <br /> of land which are presently or potentially desirable for agricultural uses. These are <br /> typically areas which posses characteristics with respect to location,topography,parcel <br /> size, soil classification,water availability, and adjacent usage,which, in proper <br /> combination, provide a favorable agricultural environment.
