4. ENVIRONMENTAL ANALYSIS <br /> 4.2 LAND USE <br /> Board as authorized by the SMARA of 1975 (Public Resources Code Sections 2710 et. Seq.), as <br /> amended. The purpose of SMARA is to minimize adverse effects of mineral resource extraction <br /> operations and to encourage conservation and production of minerals while giving consideration <br /> •. to values relating to recreation, watershed, wildlife, open space,and aesthetic resources. The <br /> County zoning regulations are designed to protect the mineral resources of Stanislaus and San <br /> Joaquin Counties from incompatible land use;to manage the mineral resources;to assure the <br /> Counties of an adequate supply of these resources with due consideration for the environment; <br /> and to provide for the restoration of mined lands for future use. <br /> In accordance with County requirements and SMARA,the proposed Mining and Reclamation <br /> Plan will be subject to review and approval by both Counties and will include review by the State <br /> Mining and Geology Board for consistency with SMARA. The Reclamation Plan is required to <br /> spell out the final,long-term uses to which mined land will be returned to following completion <br /> of mining. <br /> i <br /> 4.2.3 IMPACTS AND MITIGATION MEASURES <br /> a— SIGNIFICANCE CRITERIA <br /> The land use analysis presented below evaluates the consistency of the Proposed Project with the <br /> r type and intensities of the existing and planned land uses surrounding the project site. Potential <br /> land use conflicts or incompatibility with adjacent areas are usually the result of other <br /> environmental effects,such as the generation of noise or objectionable odors. Potential land use <br /> .. conflicts to adjacent areas resulting from the effects the Proposed Project are discussed below. <br /> Noise,traffic,air quality, and public service-related effects of the Proposed Project to nearby <br /> areas are discussed in detail in other relevant sections of the EIR. <br /> Consistent with the CEQA Guidelines and the professional judgment of the County's staff and <br /> environmental consultants,the Proposed Project would result in a significant impact on the <br /> environment if it would: <br /> • Conflict with any applicable land use plan, policy, or regulation of an agency with <br /> jurisdiction over the project(including,but not limited to the general plan,specific plan, <br /> local coastal program,or zoning ordinance)adopted for the purpose of avoiding or <br /> mitigating a significant environmental effect; <br /> ` • Conflict with any applicable habitat conservation plan or natural community conservation <br /> plan; <br /> • Convert economically viable Prime Farmland,Unique Farmland, or Farmland of Statewide <br /> Importance(Farmland)as shown on the maps prepared pursuant to the Farmland Mapping <br /> and Monitoring Program of the California Resources Agency,to non-agricultural use; <br /> • Conflict with existing zoning for agricultural use,or a Williamson Act contract in an area <br /> in which continued agriculture is economically viable; or, <br /> RMC Pacific Vemalis Quarry Mining and Recta hm Project 4.2-7 ESA 1203015 <br /> Adminis[c &[ rha(t EIX Mamh 2004 <br />
