4. ENVIRONMENTAL ANALYSIS <br /> 4.2 LAND USE - <br /> • Involve other changes in the existing environment that,due to their location or nature, — <br /> could individually or cumulatively result in loss of economically viable Farmland,to non- <br /> agricultural uses. <br /> Impact 4.2.1: The Proposed Project has the potential to conflict with existing and planned <br /> land uses surrounding the project site. This would be a significant impact. <br /> Impacts related to land use compatibility could occur as a result of implementation of the <br /> proposed mining and hauling activities associated with the Proposed Project. Operation of the <br /> Proposed Project could result in substantial incompatibilities related to air quality,noise,traffic, <br /> and visual resources. Surface mining will occur in an area that is currently accessible to traffic <br /> traveling along Blewitt Road and South Costa Ranch Road. Without proper safety measures this <br /> could pose a public hazard. The Proposed Project could also create dust that may adversely affect <br /> productivity of surrounding agricultural lands,including vineyards and orchards,resulting in <br /> potential incompatibilities with existing and planned agricultural land uses surrounding the <br /> project site. In addition,the Proposed Project could create noise that may adversely affect — <br /> adjacent land uses. Sensitive receptors near or adjacent to the project site include several <br /> residences along Blewitt road and on across the Delta Mendota Canal. Noise generated from <br /> mining operations and traffic along roadways could potentially disturb these sensitive receptors. <br /> In addition to these potential land use conflicts, the Proposed Project could also result in <br /> incompatibilities related to light and glare. Potential nighttime operations at the mining facility — <br /> have the potential to create new sources of nighttime light disturbing nearby residents. All of the <br /> potential nuisance related impacts are addressed in greater detail in the relevant sections of the <br /> EIR,and, where appropriate,mitigation measures to reduce these impacts to less-than-significant <br /> are provided. <br /> Under the Proposed Project,mining activities would occur in various phases at the site. This type of proposed use is generally compatible with the type and intensity of nearby agricultural land <br /> uses. Mining activities are also permitted uses under both the San Joaquin County General <br /> Agriculture land use designation and the Stanislaus County Agriculture land use designation. <br /> Therefore,from a land use perspective,mining is compatible with the surrounding designated <br /> agricultural land use. Implementation of the mitigation measures provided to reduce the potential _ <br /> nuisance impacts,will result in a less-than-significant land use impact. <br /> Mitigation Measure: The reader is directed to Sections 43,Agricultural Resources; 4.4, — <br /> Transportation and Circulation; 4.5,Noise; 4.6,Air Quality;4.7,Geology,Soils and <br /> Seismicity; 4.8,Hydrology and Water Quality;4.9,Biological Resources;4.10,Cultural <br /> Resources; 4.11,Hazards and Hazardous Materials; and 4.12,Visual Resources for a <br /> discussion of impacts and related mitigation as they relate to these impact areas. While <br /> most of the impacts can be mitigated to a less-than-significant level,there are impacts in <br /> Sections 43,Agricultural Resources,4.6,Air Quality,4.8,Hydrology and Water Quality, <br /> and 4.12,Visual Resources that are significant and unavoidable.
