This would <br /> .. be a less-than-significant impact. <br /> The following section discusses any inconsistencies between the Proposed Project and existing <br /> ■. adopted plans,policies,and land use designations. The consistency analysis considers the <br /> adopted goals and policies of the various plans identified in the setting discussion. <br /> San Joaquin County General Plan <br /> The development of mining operations and aggregate processing facilities at the project site is <br /> generally consistent with the current General Plan Designation of General Agriculture and Open <br /> Space Resource Conservation. The proposed mining and aggregate processing activities are all <br /> proposed to occur within lands designated as General Agriculture(80 acres)and Open Space <br /> Resource Conservation. Although the General Agriculture designation does not specifically <br /> allow mining activities, it does allow non-farm activities within agricultural areas provided that <br /> the use is dependent on a specific location or resource orientation. Non-farm activities must not <br /> negatively impact surrounding agricultural uses,must minimize agricultural disruption, and must <br /> incorporate adequate buffers. <br /> Mining operations are also proposed to occur within areas designated as Open Space Resource <br /> Conservation(OSRC). This designation protects areas with significant resources,including <br /> mineral resources,from premature or incompatible development. Extraction of gravel and sand <br /> ` deposits,followed by agricultural reclamation is consistent with this designation. However, <br /> pursuant to the requirements associated with development in an OSRC designated-area, a <br /> ` discretionary use permit will be required as a condition of approval for the project. <br /> The Proposed Project is generally consistent with the applicable goals and policies contained <br /> within the San Joaquin County General Plan. Mitigation measures are proposed throughout this <br /> EIR to account for any new significant nuisances,hazards, or other adverse environmental <br /> impacts. In addition, surface mining operations are not directly adjacent to any existing rural <br /> residences. However, as part of the Proposed Project,a minimum setback of 50-feet will be <br /> provided between surface mining operations and adjacent land uses, consistent with the General <br /> Plan Agricultural Lands Policy 10.Also, consistent with the General Plan Mineral Resources <br /> Policy 2,the project applicant will reclaim mined areas as soon as possible. Finally,consistent <br /> with the General Plan Open Space Policy 3,development of the project area will be for the use of <br /> the resource.
