We write on behalf <br /> ` of Legal & Safety Employer Research, Inc. (`LASER')pursuant to 14 Cal. Code Regs § 15204 <br /> on the grounds that the DEIR is inadequate under CEQA. <br /> LASER was formed to promote safety, productivity, honesty, and environmental compliance in <br /> the construction and related industries nationwide. With this aim, LASER compiles and <br /> publishes information gleaned from public records concerning industry participants. LASER is <br /> ` located in Gridley, California, and represents organizations and individuals living and working in <br /> the immediate vicinity of the Project and who will suffer from the environmental degradation <br /> and health and safety impacts caused by this Project. A-1 <br /> t <br /> LASER is concerned about projects that carry serious environmental risks without providing <br /> countervailing employment and economic benefits to local workers and communities. The <br /> California Environmental Quality Act's most fundamental mandate is that an agency may <br /> only approve a project having significant impacts if it finds that "specific overriding <br /> economic, legal, social, technological, or other benefits of the project outweigh the <br /> r significant effects on the environment." Pub. Resources Code § 21081. LASER's goal is <br /> consistent with the legislative purpose embodied in CEQA to maximize the Project's <br /> economic and other benefits, while minimizing its impacts to the environment. <br /> ` As the lead agency under CEQA, San Joaquin County has prepared a Draft Environmental <br /> Impact Report ("DEIR")for the Project. The applicant RMC Pacific Materials proposes to <br /> establish a new open-pit aggregate quarry on approximately 688 acres of land approximately two <br /> miles east-northeast of the Highway 580/1-Eghway 5 interchange south of Tracy.
