The results are presented in Table 7 and the analysis sheets are provided in <br /> Appendix D. The analyses indicate that the interchange is expected to operate at acceptable levels of <br /> service through the year 2025 with the Project based on the projected traffic volumes. The only <br /> exception is that the SR 132 westbound merge from southbound I-5 may operate at a level of service <br /> D in the future with or without the proposed Project. The <br /> existing ESALs on Blewett and Bird Roads were estimated by performing 24-hour traffic counts and <br /> by a review of the Environmental Impact Reports for Brown Sand and Gravel and Teichert — <br /> Aggregates. The Project traffic is added to the expanded average daily truck traffic to evaluate the <br /> TI with the Project. The worst-case impact is based on an annual production of 4 million tons per <br /> year. A 20-year expansion factor based on an annual growth rate of 3.0 percent was applied to non- <br /> project truck traffic volumes. Table 8 presents a summary of the TI analyses. The supporting <br /> calculations are presented in Appendix E. <br />
