The analyses also suggest that the Project and Haul <br /> Route 3 will create potential pavement impacts on Blewett Road between Koster Road and Welty <br /> I6, Road. However, it is noted that the TI analyses are based on a 20-year pavement design life. <br /> Therefore, if Haul Route 3 is considered only as a short-term option then a significant impact would <br /> not be identified. <br /> V' It is also noted that a pavement impact may not be identified if the TI used in design of the existing <br /> roadways is already capable of supporting the Project traffic volumes. <br /> ` Considering that this traffic impact study is not a design-level document, it is not recommended that <br /> the TI values presented herein be used for design purposes. The existing TI values presented herein <br /> are based on traffic volumes counted during periods of greater-than-average aggregate activity and <br /> ` are therefore likely greater than the actual TI averaged over an entire year. More extensive traffic <br /> counts would be required for design. If road design is required as a mitigation for this Project or as a <br /> part of any other project, it is recommended that a design TI be determined as a part of the road <br /> ` design project or as otherwise specified by the County. <br /> 7.0 —FAIR-SHARE PERCENTAGE <br /> Many governing agencies require that a calculation of fair-share percentage (also referred to as pro <br /> rata or equitable share responsibility) be included in the traffic impact study report where future <br /> improvements are required, whether or not the improvements are the result of the specific project <br /> t. studied. The fair-share percentage provides a measure of a project's share of the anticipated future <br /> improvements to the transportation network. <br /> The following equation is used by Caltrans to determine the fair-share percentage: <br /> P=� <br /> Ta—Te <br /> 6. P= The equitable share of the Project's traffic impact; <br /> T =The Project trips generated during the peak hour of the adjacent State Highway facility; <br /> LTB = The forecasted (2025 cumulative with Project) traffic volume on the impacted State highway <br /> facility; <br /> TE=The existing traffic on the State Highway facility plus approved projects traffic (near term). <br /> To mitigate the Project's share of the cost of construction of planned or required improvements, the <br /> fair share calculations presented in Tables 9 and 10 are required for Haul Routes 1 and 3, <br /> L <br /> L <br />
