Custodian and Location of the Record <br /> Findings: <br /> The custodian of the record is the San Joaquin County Community Development Department. <br /> The documents and other materials, which constitute the record of proceedings for the County's <br /> approval of this project, are located at the San Joaquin County Community Development <br /> Department, 1810 E. Hazelton Avenue, Stockton, CA 95205. <br /> C.2. Independent Judgment <br /> San Joaquin County retained ESA of Sacramento, California, to prepare the Draft and Final EIR <br /> documents for the proposed quarry and reclamation project. The EIR was prepared under the <br /> supervision and direction of the San Joaquin County Community Development Department staff <br /> and reflects the independent judgment of the County staff and the County Planning Commission. <br /> The Final EIR consists of the Draft EIR in two volumes plus the Final EIR in to volumes. <br /> Sections 3 and 4 of the Final EIR, consisting of the response to comments and changes to the <br /> Draft EIR, control if there are items that are dissimilar to the Draft EIR. <br /> Findings: <br /> The EIR reflects the County's independent judgment exercised in accordance with CEQA Section <br /> 21082.1(a)(c) by reviewing, analyzing and revising material prepared by the consultant,- <br /> circulating <br /> onsultant;circulating the Draft EIR as a County document and certifying that the Final EIR reflects the <br /> independent judgment of the lead agency. <br /> C.3. Finding on EIR <br /> In determining that an EIR was required for the County's consideration of the Project, the <br /> County considered what level of environmental review was needed based upon the requirements <br /> of CEQA. The County evaluated the potential environmental impacts of the proposed <br /> components of the proposed Cemex Vemalis Quarry Mining and Reclamation Project.
