General Findings on Mitigation Measures In preparing the Conditions of Approval for this Project, County staff incorporated the mitigation measures recommended in the EIR. In the event that the Conditions of Approval or Mitigation Monitoring and Reporting Program (MMRP) do not use the exact wording of the mitigation measures recommended in the EIR, in each such instance, the adopted conditions of approval are controlling and are intended to be identical or substantially similar to the recommended mitigation measure. Findings: Unless specifically stated to the contrary in these findings, it is this Commission's intent to adopt all mitigation measures recommended by the EIR. If a measure has, through error, been omitted from the Conditions of Approval,from these Findings or from the MMRP, and that measure is not specifically refected in these Findings, that measure shall be deemed to be adopted pursuant to this paragraph. In addition, unless specifically stated to the contrary in these Findings, all Conditions of Approval and the Mitigation Monitoring Plan, repeating or rewording mitigation measures recommended in the EIR are intended to be substantially similar to the mitigation measures as worded in the EIR and are found to be equally effective in avoiding or lessening the identified environmental impact, even if minor wording changes have occurred. D. ENVIRONMENTAL IMPACTS The County's staff report, the EIR, written and oral testimony at public hearings, and these findings and statement of overriding considerations and other information in the administrative record serve as the basis for the County's environmental determination. The Final EIR includes revisions to the Draft EIR, public comments and the County's responses. The detailed analyses of potential environmental impacts and proposed mitigation measures for the proposed Cemex Vernalis Quarry Mining and Reclamation Project are presented in the Draft EIR. Written comments and the County's responses, as well as some minor revisions to the impact and mitigation discussions, are provided in Part I of the Final EIR. Presented below are the environmental findings made by this Commission after its review of the documents referenced above, as well as the written and oral comments on the proposed Cemex Vernalis Quarry Mining and Reclamation Project presented at the Planning Commission public hearing. Factual discussion in this document summarizes the information contained in the EIR and the administrative record upon which this Commission bases its decision to certify the EIR and approve the project. The EIR prepared for the proposed Project evaluated eleven major environmental categories (land use; agricultural resources; traffic and circulation; noise; air quality; geology, soils, and seismicity; hydrology and water quality; biological resources; cultural resources; hazards and hazardous materials; and visual resources) for potential significant adverse impacts.
