D.1.3. Air Quality <br /> Impact 4.6.3 <br /> Project Odor Impact. The impact of odors from the project would be less than significant. No <br /> mitigation is required. (Draft EIR, pp. 4.6-25 to 4.6-26.) <br /> Impact 4.6.5 <br /> Project Carbon Monoxide Impact. Traffic generated by the project would have the potential to <br /> affect CO concentrations along surface streets and near stagnation points such as major <br /> highways and heavily traveled and congested roadways. This increase in traffic would not only <br /> add more vehicles on the road but the increased congestion would cause non project traffic to <br /> travel at slower speeds, thus increasing CO emissions. This impact less than significant. No <br /> mitigation is required. (Draft EIR, pp. 4.6-28 to 4.6-30.) <br /> D.1.4. Geology. Soils, and Seismicity <br /> Impact 4.7.1 <br /> The steepness of temporary excavation slopes proposed during active mining could reach 'y,:1 <br /> Horizontal to Vertical(H.V) and therefore could be subject to instability under certain static <br /> conditions or during an earthquake. However, any failure of temporary slopes would be limited <br /> to the immediate work area. The proposed permanent 2:1 (H.-V) slopes could fail during <br /> moderate and strong earthquake ground shaking. Failure of the permanent 2:1 (H.V) during an <br /> earthquake slopes could hamper future,post-mining reclamation efforts by increasing the <br /> potential for long-term slope instability. However, any future landslide failure ofpermanent <br /> slopes would occur within a remote, reclaimed area, and would not expose people or property to <br /> substantial adverse effects. In addition, the permanent slope safetyfactor exceeds the minimum <br /> factor of safety established by the County. These effects would be less than significant. No <br /> mitigation is required. (Draft EIR, pp. 4.7-15 to 4.7-19.) <br /> Impact 4.7.2 <br /> Activities related to quarry operations that cause disturbance of surface soils would expose loose <br /> soil materials. Exposure of these soils to wind, rain, and concentrated runoff could cause <br /> localized erosion that could eventually damage the engineered earthen features. Erosion damage <br /> to these features could expose workers to injury and equipment to damage. Surface drainage in <br /> the mining area will be directed to open mining pits, and the erosion and sediment control plan <br /> will ensure that impacts remain less than significant. No mitigation is required. (Draft EIR,pp. <br /> 4.7-19 to 4.7-20.) <br /> Impact 4.7.3 <br /> Permanent reclamation slopes could be subjected to excessive soil erosion, resulting in rilling, <br /> gullying, debris flows, and berm damage. This would be a less-than significant impact given the <br /> project's erosion control plan. No mitigation is required. (Draft EIR, pp. 4.7-20 to 4.7-21.) <br /> 6 <br />
