Hydrology and Water Quality <br /> Impact 4.8.4 <br /> Groundwater extraction associated with the proposed project could lower groundwater levels <br /> beyond the project boundaries, causing lower local or regional groundwater levels that are <br /> below the current pumping depths of existing private or municipal groundwater supply wells. <br /> This would be a less-than-significant impact because groundwater demands would be less than <br /> baseline agricultural groundwater usage for the site under pre project conditions. No mitigation <br /> is required. (Draft EIR, pp. 4.8-26 to 4.8-29.) <br /> Impact 4.8.5 <br /> Reuse of excavated overburden containing clay and silts combined with equipment compaction <br /> of the reclaimed mine areas could decrease infiltration of surface water and reduce groundwater <br /> recharge from the project site throughout the life of the project and after reclamation. This <br /> would be a less-than-significant impact because mining and reclamation activities would not <br /> significantly change the ability of the soils to infiltrate surface water and contribute to the <br /> recharge of the underlying water table. No mitigation is required. (Draft EIR,pp. 4.8-29 to 4.8- <br /> 30.) <br /> Impact 4.8.7 <br /> Mining operations would alter the natural,preferentialflow pathways of surface water resulting <br /> in areas of localized onsite flooding. This is a less-than-significant impact because stormwater <br /> would be directed to onsite silt ponds and excavated areas and any temporary areas of onsite <br /> flooding would be managed onsite.
