Cumulative Impacts Impact 6.1 Cumulative development would not be expected to result in an overall cumulative adverse land use impact since the County has designated mining as an acceptable use on agricultural land. Impact 6.2 The project when combined with other large-scale mining operations in the area, would not add incrementally to the cumulative loss of agricultural production in the area because the site is being reclaimed to agriculture. Impact 6.6 The slope instability hazards would remain specific to the proposed Cemex project site and be localized with the active mining area and therefore would not contribute to a region-wide cumulative slope instability condition. FINDINGS REGARDING IMPACTS ANALYZED IN THE EIR AND DETERMINED TO BE SIGNIFICANT BUT MITIGATED TO LESS THAN SIGNIFICANT This section includes findings for project impacts which are potentially significant,but which arc mitigated to a less than significant level with the imposition of mitigation measures. This Commission finds that all potentially significant impacts of this project listed below can and will be substantially lessened or avoided by imposition of mitigation measures. Specific findings of this Commission for each impact are set forth below in this section. No public agency shall approve or carry out a project for which an EIR has been certified which identifies one or more significant effects unless the public agency makes one or more of the following findings, supported by substantial evidence in the record: • Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect as identified in the final EIR. • Such changes or alterations are within the responsibility and jurisdiction of another public agency and not the agency making the finding. Such changes have been adopted by such agency or can and should be adopted by such other agency. 9
