The project would generate additional vehicle trips,primarily haul truck traffic, on project area <br /> roadways. The added traffic would affect traffic operating conditions. (Final EIR,p. 4-21.) <br /> Significance Before Mitigation: Potentially Significant. <br /> Facts: Vehicle trips generated by haul trucks, employee vehicles, and delivery vehicles will add <br /> traffic to area roadways and affect traffic levels of service at area intersections. See Final EIR, <br /> pp. 4-21 to 4-30. <br /> Mitigation Measures: <br /> Mitigation Measure 4.4.1 a: Although the intersection of Koster and Blewett Roads is <br /> anticipated to operate at acceptable levels of service with project implementation, the <br /> intersection will require widening to accommodate truck turning movements if access to the <br /> mining site is provided via Koster Road. Additionally, all-way stop control will be required to <br /> mitigate this intersection's cumulative year 2025 unacceptable levels of service impacts from <br /> Haul Route 1. If the County allows the use of this site access, the project sponsor would fund its <br /> fair share of this measure as a condition of approval of the project. Peters Engineering Group <br /> conducted a Fair- Share Percentage analysis as part of its Traffic Impact Study for this project. <br /> The fair share percentage provides a measure of the project's share of the anticipated future <br /> improvements to the transportation network. This analysis is contained in Final EIR, Appendix <br /> A. (Final EIR,p. 4-29.) <br /> Mitigation Measure 4.4.1b: As a condition of approval, the applicant will be required to <br /> contribute an equitable share of the cost of the construction of a new interchange at SR 132 and <br /> Bird Road. Applicant's payment of its equitable share will be made through the creation of a <br /> CFD according to the County's June 6, 2008 Acceptance of Petition from the Vernalis Producers <br /> Group to Form a Community Facilities District, or other similar financing mechanism. Caltrans <br /> has approved a Project Study Report for an interchange to replace the existing intersection. The <br /> proposed interchange is expected to mitigate the cumulative impacts to the intersection(for Haul <br /> Route 1). (Final EIR,p. 4-29.) <br /> Mitigation Measure 4.4.1c: As a condition of approval, the applicant will be required to <br /> contribute an equitable share of the cost of installing new traffic signals and construction of a <br /> separate southbound left-tum lane and protected left-tum phasing at the intersection of Bird <br /> Road and Blewett Road. Traffic signal warrants must be satisfied at this intersection for <br /> implementation of this measure. These proposed improvements are expected to mitigate the <br /> cumulative impacts to the intersection(for Haul Route 1). (Final EIR, p. 4-29.) <br /> Mitigation Measure 4.4.1 d: The proposed project will be conditioned to operate at a maximum <br /> annual production of 1.33 million tons while Haul Route 3 is in operation. If the proposed project <br /> is limited to 1.33 million tons per year, the near-term with-Project level of service will be C and <br /> no significant impacts will occur. To mitigate significant impacts in the cumulative conditions, <br /> the proposed Project may be conditioned to eliminate Haul Road 3 after the pending construction <br /> of the Bird Road/SR 132 interchange, at which time only Haul Route 1 would be allowable <br /> (Final EIR, pp. 4-29 to 4-30.) <br /> Mitigation Measure 4.4.1e: In order to address safety concerns associated with Haul Route 3 <br /> 13 <br />
