through the SR 33/Welty Road intersection, the proposed project will be required to implement <br /> the following improvements to this intersection to the extent feasible: <br /> • Construct 4-foot shoulders beyond the outermost truck wheel tracks. <br /> • Reconfigure intersection striping to prevent turning trucks from crossing over double <br /> yellow stripes. <br /> • Install signage to warn trucks about blocking the railroad tracks. Consult with Union <br /> Pacific regarding any additional measures needed. <br /> • Reconfigure traffic stripes and trim or remove trees and vegetation to eliminate horizontal <br /> sight distance constraints. <br /> • Construct acceleration and deceleration lanes at the intersection for trucks turning right <br /> onto southbound Welty and northbound trucks turning left onto State Route 33. (Final <br /> EIR, p. 4-30.) <br /> Findings: <br /> Based on the whole record, this Commission finds that with implementation of Mitigation <br /> Measures 4.4.1 a-4.4.1 e, impacts to traffic levels of service at project area intersections are <br /> reduced to a less than significant level. (Final EIR, p. 4-30.) <br /> Impact 4.4.2 <br /> The project would increase traffic on regional roadways in the project vicinity. (Final EIR,p. 4- <br /> 30.) <br /> Significance Before Mitigation: Potentially Significant. <br /> Facts: Traffic levels on project area roadways would operate at acceptable levels of service <br /> through the year 2025, with the exception of SR 132 between Interstate 580 and McCracken <br /> Road. This segment level of service will be acceptable through the year 2025 with construction <br /> of the new interchange at Bird Road and SR 132. See Final EIR, pp. 4-30 to 4-31. <br /> Mitigation Measures: <br /> Mitigation Measure 4.4.2: Implement Mitigation Measure 4.4.1b (funding an equitable share of <br /> the construction of a new interchange at Bird Road and SR 132). (Final EIR,p. 4-31.) <br /> Findings: <br /> Based on the whole record, this Commission finds that with implementation of Mitigation <br /> Measure 4.4.2, impacts to area roadways due to increased traffic are reduced to a less than <br /> significant level.
