(Final EIR, p. 4-31.) <br /> Significance Before Mitigation: Potentially Significant. <br /> Facts: The traffic index (TI) is a measure of the number of equivalent single axle loads (ESALs) <br /> expected over the design period, and is described in detail in the Caltrans Highway Design <br /> Manual. The existing ESALs on Blewett and Bird Roads were estimated by performing 24-hour <br /> traffic counts and by a review of the environmental impact reports for Brown Sand and Gravel <br /> and Teichert Aggregates. The Final EIR presents a summary of the TI analyses, but because the <br /> traffic impact study prepared for the project is not a design-level document, it is not <br /> recommended that the TI values be used for design purposes. However, the traffic impact study <br /> includes information that provides some estimate of the need for roadway upgrades resulting <br /> directly from project-generated traffic. See Final EIR,pp. 4-31 to 4-33. <br /> Mitigation Measures: <br /> Mitigation Measure 4.4.3: Pavement Upgrades and Replacement. As a condition of approval, <br /> the project applicant or successor-in-interest will be required to enter into an agreement with the <br /> San Joaquin County Department of Public Works regarding the replacement/upgrade and <br /> maintenance of roadways affected by the project. Upgrades and replacements to the Traffic <br /> Index identified in Table 4.4-5 of the EIR will be completed unless the County determines the <br /> need for a different Traffic Index based on future traffic counts. <br /> Blewett Road Between Interstate 5 and Koster Road: The project applicant or successor-in- <br /> interest shall contribute its fair share to future pavement upgrades on this road segment.
