(3) Install signage to warn trucks about blocking the railroad tracks. Consult with Union Pacific Railroad regarding any additional measures needed. (4) Reconfigure traffic stripes and trim or remove trees and vegetation to eliminate horizontal sight distance constraints. (5) Construct acceleration and deceleration lanes at the intersection for trucks turning right onto southbound Welty Road and northbound trucks turning left onto State Route 33. (6) Written confirmation shall be obtained from San Joaquin County, Stanislaus County, and Caltrans demonstrating their approval of the study and proposed enhancement mitigations. All approved mitigation measures shall be constructed and accepted by the appropriate jurisdictions prior to use of the respective haul routes. k. Prior to any work being performed on the site under this permit, the applicant shall pay a fair share for a four-way"Stop"control at the intersection of Koster Road and Blewett Road prior to issuance of building permits. The fair share amounts to$262.00. I. Prior to any work being performed on the site under this permit, the applicant shall contribute an equitable share of the estimated future(i.e.,when traffic signal warrants are met)costs of installing new traffic signals and constructing a separate southbound left-turn land and protected left-turn phasing at the intersection of Bird Road and Blewett Road. m. Dedication to result in a 25-foot-wide right-of-way from the centerline of Blewett Road and Koster Road to the property line shall be required across the frontage of the property. n. Prior to any material leaving the properties under this permit, the frontage improvements for Blewett Road and Koster Road shall be constructed in conformance with the standards for one-half of a 50- foot-wide right-of-way rural road. All improvements shall be in conformance with the current Improvement Standards and Specifications of the County of San Joaquin. Improvement plans and specifications are subject to plan check and field inspection fees and must be approved by Public Works. o. Prior to any work being performed on the site under this permit, a security bond or other instrument in the amount and form acceptable to Public Works shall be deposited with the Department. The bond will guarantee that if the permittee fails, refuses, or neglects to repair under permit any damages to any County roads along the haul route resulting from permittee's operation, Public Works may use the funds to restore County roads to equal or better than original condition. The amount of deposit or security required may be adjusted at the discretion of the Director of Public Works. The cash deposit or security shall be replenished or adjusted following any payment to the County for work performed or to provide for additional future work that may be required. As an alternative, and in-lieu annualized maintenance fee may be acceptable to Public Works. Application for this in-lieu fees may be made to Public Works. As an additional alternative, a Joint Maintenance Agreement shall be fully executed for the applicant's fair share in conjunction with other applicable quarry operators to ensure that all haul route roads are maintained to a condition acceptable to San Joaquin County. (Development Title Section 9-854.3) p. Prior to any work being performed on the site under this permit, a Maintenance Agreement to ensure that Koster Road, Blewett Road, Bird Road, and Welty Road and any other County roads(including all bridges on haul routes) utilized as haul routes are maintained to a condition acceptable to San Joaquin County.
