(3) Install signage to warn trucks about blocking the railroad tracks. Consult with Union Pacific <br /> Railroad regarding any additional measures needed. <br /> (4) Reconfigure traffic stripes and trim or remove trees and vegetation to eliminate horizontal sight <br /> distance constraints. <br /> (5) Construct acceleration and deceleration lanes at the intersection for trucks turning right onto <br /> southbound Welty Road and northbound trucks turning left onto State Route 33. <br /> (6) Written confirmation shall be obtained from San Joaquin County, Stanislaus County, and <br /> Caltrans demonstrating their approval of the study and proposed enhancement mitigations. All <br /> approved mitigation measures shall be constructed and accepted by the appropriate jurisdictions <br /> prior to use of the respective haul routes. <br /> k. Prior to any work being performed on the site under this permit, the applicant shall pay a fair share <br /> for a four-way"Stop"control at the intersection of Koster Road and Blewett Road prior to issuance of <br /> building permits. The fair share amounts to$262.00. <br /> I. Prior to any work being performed on the site under this permit, the applicant shall contribute an <br /> equitable share of the estimated future(i.e.,when traffic signal warrants are met)costs of installing <br /> new traffic signals and constructing a separate southbound left-turn land and protected left-turn <br /> phasing at the intersection of Bird Road and Blewett Road. <br /> m. Dedication to result in a 25-foot-wide right-of-way from the centerline of Blewett Road and Koster <br /> Road to the property line shall be required across the frontage of the property. <br /> n. Prior to any material leaving the properties under this permit, the frontage improvements for Blewett <br /> Road and Koster Road shall be constructed in conformance with the standards for one-half of a 50- <br /> foot-wide right-of-way rural road. All improvements shall be in conformance with the current <br /> Improvement Standards and Specifications of the County of San Joaquin. Improvement plans and <br /> specifications are subject to plan check and field inspection fees and must be approved by Public <br /> Works. <br /> o. Prior to any work being performed on the site under this permit, a security bond or other instrument <br /> in the amount and form acceptable to Public Works shall be deposited with the Department. The <br /> bond will guarantee that if the permittee fails, refuses, or neglects to repair under permit any <br /> damages to any County roads along the haul route resulting from permittee's operation, Public <br /> Works may use the funds to restore County roads to equal or better than original condition. The <br /> amount of deposit or security required may be adjusted at the discretion of the Director of Public <br /> Works. The cash deposit or security shall be replenished or adjusted following any payment to the <br /> County for work performed or to provide for additional future work that may be required. As an <br /> alternative, and in-lieu annualized maintenance fee may be acceptable to Public Works. Application <br /> for this in-lieu fees may be made to Public Works. As an additional alternative, a Joint Maintenance <br /> Agreement shall be fully executed for the applicant's fair share in conjunction with other applicable <br /> quarry operators to ensure that all haul route roads are maintained to a condition acceptable to San <br /> Joaquin County. (Development Title Section 9-854.3) <br /> p. Prior to any work being performed on the site under this permit, a Maintenance Agreement to ensure <br /> that Koster Road, Blewett Road, Bird Road, and Welty Road and any other County roads(including <br /> all bridges on haul routes) utilized as haul routes are maintained to a condition acceptable to San <br /> Joaquin County. The Maintenance Agreement shall remain in force for the duration of the operation <br /> under this permit. <br /> Conditions of Approval - 14 - QX-01-0002 <br />
