4.Environmental Analysis Appropriate Locations: The Agriculture designation is appropriate in areas where the _ agricultural land is productive or potentially productive. It is also appropriate in areas identified for open space, recreation uses, or ranchette uses. Stanislaus County General Plan Land Use Element — Goal LUG-2 Ensure compatibility between land uses. Goal LUG-3 Foster stable economic growth through appropriate land use policies. — Land Use Element Policies Policy LUP-2 Land designated Agricultural shall be restricted to uses that are compatible with agricultural practices,including natural resources management,open space,outdoor recreation,and employment of scenic beauty. Policy LUP-14 Uses shall not be permitted to intrude or to be located adjacent to an agricultural area if they are detrimental to continued agricultural usage of the surrounding area. Policy LUP-17 Promote diversification and growth of the local economy. Policy LUP-18 Accommodate the siting of industries with unique requirements. — Conservation/Open Space Element _ Goal 9 Manage extractive mineral resources to ensure an adequate supply without degradation of the environment. Stanislaus County Zoning Code The Stanislaus County Zoning Ordinance currently designates the project site as A-2-40, General Agriculture with a 40-acre minimum parcel size. Lands adjacent to the project site are also zoned A-2-40. This zoning district is described below: A-2-40-Minimum parcel size of 40 acres: Residential building intensity normally ranges — from zero to two dwellings per 40 acre. Building intensity many increase to two dwellings per three acres for properties with temporary mobile homes as allowed by zoning regulations. Building intensity for agricultural buildings is virtually unlimited, provided — setbacks as listed in the A-2 zoning district are maintained(Stanislaus County, 1994). Aggregate mining and processing is a permitted use in the General Agriculture District and — requires Stanislaus County approval and a Surface Mining Use Permit.
