4.2 Land Use V amended.The purpose of SMARA is to minimize adverse effects of mineral resource extraction operations and to encourage conservation and production of minerals while giving consideration to values relating to recreation,watershed, wildlife, open space,and aesthetic resources.The county zoning regulations are designed to protect the mineral resources of Stanislaus and San Joaquin Counties from incompatible land use;to manage the mineral resources;to ensure the counties of an adequate supply of these resources with due consideration for the environment; and to provide for the restoration of mined lands for future use. In accordance with county requirements and SMARA,the proposed Mining and Reclamation ` Plan will be subject to review and approval by both counties and will include review by the Department of Conservation for consistency with SMARA.The Reclamation Plan is required to spell out the post-mining uses to which mined land will be returned to following completion of mining. 4.2.3 Impacts and Mitigation Measures Significance Criteria The land use analysis presented below evaluates the consistency of the project with the type and intensities of the existing and planned land uses surrounding the project site. Potential land use ` conflicts or incompatibility with adjacent areas are usually the result of other environmental effects, such as the generation of noise or objectionable odors. Potential land use conflicts to adjacent areas resulting from the effects the project are discussed below. Noise,traffic,air ` quality,and public service-related effects of the project to nearby areas are discussed in detail in other relevant sections of the EIR. ` Consistent with the CEQA Guidelines and the professional judgment of the County's staff and environmental consultants,the project would result in a significant impact on the environment if it would: r. • Conflict with any applicable land use plan,policy, or regulation of an agency with jurisdiction over the project(including,but not limited to the general plan,specific plan, local coastal program,or zoning ordinance) adopted for the purpose of avoiding or mitigating a significant environmental effect; • Conflict with any applicable habitat conservation plan or natural community r conservation plan; • Convert economically viable Prime Farmland, Unique Farmland,or Farmland of ` Statewide Importance (Farmland) as shown on the maps prepared pursuant to the Farmland Mapping and Monitoring Program of the California Resources Agency,to non-agricultural use; • Conflict with existing zoning for agricultural use, or a Williamson Act contract in an area in which continued agriculture is economically viable; or, r, RMC Pacfc Vernalis Quarry Mining and Reclamation Project 4. -7 ESA/2D3015 Draft Environmental Impact Report May 2006
