4.Environmental Analysis • Involve other changes in the existing environment that,due to their location or _ nature,could individually or cumulatively result in loss of economically viable Farmland,to non-agricultural uses. Impact 4.2.1: The project has the potential to conflict with existing and planned land uses surrounding the project site.This would be a potentially significant impact. Under the project, mining activities would occur in various phases at the site. This type of proposed use is generally compatible with the type and intensity of nearby agricultural land uses. Mining activities are also permitted uses under both the San Joaquin County General Agriculture land use designation and the Stanislaus County Agriculture land use designation. However, without implementation of feasible mitigation measures,the environmental impacts related to the project could impact adjacent land uses. — Operation of the project has the potential to result in incompatibilities related to air quality, noise, traffic, and visual resources. These incompatibilities would be considered significant if they — where substantially different in character or scale compared to current ongoing agricultural activities. Surface mining will occur in an area that is currently accessible to traffic traveling along Blewitt Road and Koster Road. Without proper safety measures,this could pose a public hazard. However,the proposed project includes a 50-foot buffer with fencing and landscaping to reduce — nuisance effects on Koster and Blewitt Roads. The project could also create dust that may adversely affect productivity of surrounding — agricultural lands, including vineyards and orchards, resulting in potential incompatibilities with existing and planned agricultural land uses surrounding the project site. In addition, the project could create noise that may adversely affect adjacent land uses. Sensitive receptors near or adjacent to the project site include several residences along Blewitt Road and on across the Delta- Mendota Canal. Noise generated from mining operations and traffic along roadways could _ potentially disturb these sensitive receptors. In addition to these potential land use conflicts, the project could also result in incompatibilities _ related to light and glare. Potential nighttime operations at the mining facility have the potential to create new sources of nighttime light disturbing nearby residents. The potential nuisance- related impacts are addressed in greater detail in the relevant sections of the EIR, and, where _ appropriate, mitigation measures to reduce these impacts to less than significant are provided.
