4.4 Transportation and Circulation <br /> Bird Road Between Blewett Road and SR 132 <br /> Bird Road currently operates at LOS A and is expected to continue to operate at acceptable levels <br /> of service with the proposed project through the year 2025. <br /> SR 132 Between Interstate 580 and McCracken Road <br /> The analysis concludes that the segments of SR 132 that consist of only one lane in each direction <br /> are currently operating at LOS D. Where SR 132 is a four-lane divided highway,the road <br /> segment operates at acceptable levels of service. With construction of the project, similar levels <br /> of service, ranging from LOS D to LOS E are expected to result.Based on these factors, it is <br /> concluded that SR 132 should be widened to two travel lanes in each direction if the interchange <br /> is not completed. With construction of two additional lanes in each direction, SR 132 is expected <br /> to operate at acceptable levels of service through the year 2025. <br /> r. <br /> Blewett Road Between Bird Road and Interstate 5 <br /> Blewett Road currently operates at LOS A and is expected to continue to operate at acceptable <br /> levels of service with the project through the year 2025. <br /> Blewett Road Between Interstate 5 and Koster Road <br /> Blewett Road currently operates at LOS A and is expected to continue to operate at acceptable <br /> levels of service with the project through the year 2025. <br /> 6' Mitigation Measures <br /> Measure 4.4.2: Once in production and if the interchange is not completed,the project <br /> 6. sponsor will be required to contribute an equitable share of the cost of the widening of SR <br /> 132 to two lanes in each direction between I-580 and McCracken Road or a comparable <br /> mitigation proposed by Caltrans. The fee will consist of an initial contribution and a per <br /> r, ton—delivered-off-site fee,based on the equitable share of the project's traffic impact and <br /> quantity of delivered material. With construction of two lanes in each direction, SR 132 is <br /> expected to experience acceptable levels of service through the year 2025. <br /> r. <br /> Impact Significance After Mitigation: Less than significant <br /> Other Impact Issues <br /> Impact 4.4.3: If Haul Route Option 2 is approved,project-generated haul truck traffic <br /> would cause an increased traffic safety hazard at the intersection of State Route 132 and <br /> ` Koster Road.This would be a potentially significant impact. <br /> Under the Option 2 haul route scenario, the project would add inbound traffic,most noticeably <br /> haul truck traffic, to the left-turn and right-turn movements from SR 132 to Koster Road. <br /> Currently there are no left-tum lanes, and no full-width right-tum lanes, on SR 132 at Koster <br /> Road;the right-side shoulders are used by right-turning vehicles to decelerate to a safe turning <br /> r speed, but the shoulders are not wide enough to fully accommodate a haul truck.
