4.Environmental Analysis <br /> represent a significant safety hazard because there is only one travel lane on SR 132, and traffic <br /> on SR 132 travels at high speeds. <br /> Mitigation Measure — <br /> Measure 4.4.3: If Haul Route Option 2 is approved,the project applicant would be <br /> required to fund the project's fair share contribution to necessary upgrades to the — <br /> intersection of SR 132 and Koster Road(including left-turn lanes and <br /> acceleration/deceleration lanes). <br /> Impact Significance After Mitigation: If Mitigation Measure 4.4.3 were funded and <br /> implemented,the traffic safety impact would be reduced to a less-than-significant level. <br /> Impact 4.4.4: Project-generated traffic could result in accelerated pavement deterioration — <br /> on study area roadways.This would be a potentially significant impact. <br /> The traffic index is a measure of the number of equivalent single axle loads (ESALs)expected — <br /> over the design period,and is described in detail in the Caltrans Highway Design Manual. The <br /> existing ESALs on Blewett and Bird Roads were estimated by performing 24-hour traffic counts <br /> and by a review of the environmental impact reports for Brown Sand and Gravel and Teichert — <br /> Aggregates. The following table presents a summary of the traffic index analyses. The supporting <br /> calculations are presented in Appendix C. <br /> Considering that this traffic impact study is not a design-level document, it is not recommended <br /> that the traffic index values presented herein be used for design purposes. More extensive traffic <br /> counts would be required for design; however, this information provides some estimate of the — <br /> need for roadway upgrades resulting directly from project-generated traffic. <br /> Mitigation Measures <br /> Measure 4.4.4: Pavement Upgrades and Replacement.
