The monitor must be familiar with the <br /> SJVAPCD Regulation VIII Fugitive PMio Prohibitions, including implementation of all <br /> feasible control measures specified in the SJVAPCD's Guide for Assessing Air Quality <br /> ` Impacts. <br /> Impact Significance After Mitigation: With implementation of the above mitigation <br /> r measures in compliance with Regulation VIII,the project construction impacts would be <br /> less than significant. <br /> Impact 4.6.2: Project Operational-Phase Emissions Impact. The proposed surface mining <br /> of topsoil,sand and gravel would take place on approximately 659 acres within the Project <br /> Site,consisting of the extraction and processing of 1.7 to 4.0 million tons per year of <br /> aggregate materials over a 26 to 60 year period. The impacts of operational air quality <br /> emissions of criteria pollutants are significant. <br /> r <br /> Emissions from operations would include the processing facility,Ready Mix Concrete Plant, <br /> Asphalt Plant and a concrete recycling plant.The processing facility would consist of conveyors, <br /> r screens,crushers, scrubbers, and stockpiles. There would be a Ready Mix Concrete Plant and an <br /> Asphalt Plant. A portable,concrete recycling plant, owned and operated by an outside contractor, <br /> ` would intermittently be placed in the middle of the plant site to produce base material.The Ready <br /> Mix Concrete Plant, with an estimated production of 350,000 cubic yards per year, would include <br /> RMC Pacific Vernalis Quarry Mining and Reclamation Project 4.6-2 ESA t 203015 <br /> Draft Environmental Impact Report May 2006 <br />
