6.2 cumulative Impacts <br /> V <br /> The ultimate end use of the project site will be agriculture. No agricultural land will be <br /> permanently converted and the area will be reclaimed pursuant to SMARA standards for prime <br /> farmland. Therefore,the project-specific impact is considered less than significant. Other projects <br /> in the area have and will be subject to similar reclamation requirements. Because of this, the <br /> ` project's contribution is not considerable and the cumulative impact is less than significant. <br /> Mitigation: No mitigation is required. <br /> Traffic <br /> Impact 6.3: The cumulative increase in traffic volumes associated with operation of the <br /> mine and past, present,and future projects in the project area would result in increased <br /> impacts on area roadways and/or intersections.This would be a potentially significant <br /> ` impact. <br /> Truck traffic generated by cumulative development would lead to the deterioration of roads and <br /> ` highways due to extensive haul truck traffic. Truck traffic may also contribute to adverse traffic <br /> conditions (including possible Levels of Service and degradation of reserve capacities). The <br /> traffic analysis evaluated the following intersection and road segments and the effect of project <br /> and cumulative impacts: <br /> 1. Koster Road and Blewett Road <br /> 2. Blewett Road between Bird Road and Interstate 5 <br /> 14. Blewett Road between Interstate 5 and Koster Road <br /> Cumulative conditions analysis indicates that the intersection of Bird Road and SR 132 is <br /> experiencing poor levels of service and requires improvements. Caltrans has approved a Project <br /> Study Report for an interchange to replace the existing intersection. The project would be <br /> required to contribute an equitable share of the cost of the interchange.The proposed interchange <br /> is expected to mitigate the cumulative impacts to the intersection. <br /> r <br /> Cumulative conditions analysis indicates that the intersection of Koster Road and SR 132 will <br /> operate at unacceptable levels of service on the northbound and southbound approaches. This <br /> ` intersection is also expected to be unsafe during foggy conditions.The project traffic would <br /> consist of eastbound right turn, northbound right tum,and westbound left turn movements.
