The poor levels of service are primarily the result of the difficulty that would be <br /> experienced by vehicles attempting to turn left or proceed through across both directions of <br /> SR 132. — <br /> Mitigation Measure <br /> Measure 6.3: Implement Mitigation Measures 4.4.1a,4.4.1b,4.4.2,4.4.3,4.4.4, and 4.4.5 <br /> to mitigate the project's incremental contribution to cumulative traffic impacts. <br /> Impact Significance After Mitigation: With implementation of Mitigation Measures <br /> 4.4,1a, 4.4.1b,4.4.2, 4.4.3,4.4.4,and 4.4.5, the project's impacts would be mitigated to a <br /> less-than-significant level and therefore,the incremental contribution to cumulative impacts <br /> is less than significant. <br /> Air Quality <br /> Impact 6.4: The project will result in increased traffic volumes that in turn will cause an <br /> incremental effect on air quality that is cumulatively considerable when considered along <br /> with past,present,and future projects in the project area. The combined impact of those <br /> projects on air quality would be a significant impact. <br /> Cumulative air quality impacts were evaluated both on a local and regional basis. The project area <br /> is located in the geographic boundary between the San Joaquin and Sacramento Valleys,a sub- <br /> region within the SJVAB. The SJVAB is currently designated as severe non-attainment for <br /> national and state ozone and PMIO and PM 2.5 standards (CARB, 2002). The SJVAB is highly _ <br /> susceptible to pollutant accumulation over time.Frequent transport of pollutants into the SJVAB <br /> from upwind sources contributes to poor air quality. <br /> However,CO levels are projected to be significantly lower in the future due to emission control <br /> technology improvements in the automobile fleet,attrition of older, high-polluting vehicles, and <br /> improved fuel mixtures. Such reduction would more than offset any effects of increased CO — <br /> emissions from traffic due to project and cumulative development. <br /> Given the SJVAB's designation as severe non-attainment,any proposed project that would — <br /> individually have a significant air quality impact would also be considered to have a significant <br /> cumulative air quality impact. For any project that does not individually have significant <br /> operational air quality impacts,the determination of significant cumulative impact should be <br /> based on an evaluation of the consistency of the project with the General Plan and with the <br /> regional air quality plan.
