0 <br /> Impact 4.4-4 <br /> Cumulative Effects on Roadway Segment Levels of Service <br /> All Quarry Excavation Alternatives 1 2 and-3-1 <br /> Traffic projections for cumulative conditions would result in LOS traffic operations on the <br /> two-lane section of SR 132. This condition would exist whether or not the proposed project <br /> and alternatives are constructed. Without the proposed project and alternatives, through <br /> traffic on SR 132 would exceed 2,000 vehicles during the AM peak hour. This traffic <br /> volume exceeds the capacity of a two-lane roadway. The project would add between 20 <br /> and 28 passenger car equivalents (10 to 14 gravel trucks) to this segment of SR 132, <br /> depending on the alternative that would be implemented. The cumulative effects on <br /> roadway segment LOS would be significant. <br /> The weave section on northbound 1-5 between the SR 132 on and off-ramps would not be <br /> significantly impacted under cumulative conditions. <br /> Mitigation Measure 4.4-4a (Alternatives 1, 2, and 3) <br /> SR 132 shall be improved to a four-lane divided highway. A four-lane divided <br /> highway would accommodate the traffic demand at LOS B. The proponent shall <br /> contribute a fair share of the funding required for the widening of SR 132. <br /> Level of Significance After Mitigation: <br /> Implementation of Mitigation Measure 4.4-4a would reduce Alternatives 1, 2 and <br /> 3's effect on roadway segment LOS to a less-than-significant level. <br /> U <br /> Draft Environmental Impact Report 4-54 ER-96-3 1J <br />
