The excavation plan shall be prepared by a Registered Civil <br /> Engineer and include the following: <br /> } a. Detail of access road (first 100 feet from Koster Road shall <br /> be paved) . <br /> u I <br /> ' r b. Haul route. <br /> C. Stockpile area for top soil . <br />� E <br /> d. Any stockpile or excavation shall be 25 feet clear of <br /> Koster Road right-of-way. <br /> 2 . Loads on Koster Road shall be restricted to legal loads only. <br /> (Straets and Highway Title Section 10-2350) <br /> 3 . A video tape of road conditions on Koster Road, along haul route, <br /> ` is required prior to the start of excavation.
