v
slopes presented in the County Development Title. Potential impacts related to slope
1" failure are addressed by Mitigation Measures 4.2-1 a, 4.2-1 b, and 4.2-1 c.
Sec. 3704(8) Permanent placement of piles or dumps of mining waste and overburden
shall not occur within wetlands.
The project does not propose placement of any fills in designated wetland areas.
Sec. 3711(a) All salvageable topsoil shall be removed from areas to be removed as a
separate layer and topsoil and vegetation shall not precede mining
activities by more than one year, unless a longer period is approved by
a the lead agency.
R
The project proposes removal and segregation of topsoil from all areas of the project site
that would be disturbed by mining and reclamation activities. The schedule of activities
v presented in the reclamation plan does not propose removal of vegetation or topsoil before
the year that mining activities are to commence. _
Sec. 3711(b) Topsoil resources shall be mapped prior to stripping and the location of
stockpiles shall be shown on a map in the reclamation plan.... Topsoil
and suitable growthmedia shall be maintained in separate stockpiles.
The reclamation plan for the proposed-project does not include mapping of topsoil and
subsoils in the proposed mining areas. However, the uniform geology and topography and
USDA mapping of the proposed project site indicates that soil conditions would be
relatively .uniform throughout the project site: The proposed location of overburden
stockpiles is identified in the mining plan (as shown in Figure 3-3). Mitigation Measure
4.2-8c further addresses these requirements.
t
Sec. 3711(c) Soil salvage operations and phases of reclamation shall be carried out in
accordance with a schedule that: (1) is set forth in the approved
reclamation plan; (2) minimizes the area disturbed; and (3) is designed
to maximize revegetation success.
The proposed reclamation plan provides a sequence of activities that minimizes stockpiling
of soil and movement of soil. The proposed sequence promotes immediate reuse of
topsoil. Maximization of the proposed.revegetation is further addressed by Mitigation
Measures 4.2-3b, 4.2-8a, and 4.2-8b.
-- Sec. 3711(d) Topsoil and suitable growth media shall be used to phase reclamation as
soon as can be accommodated by the mining schedule presented in the
approved reclamation plan following the mining of an area. Topsoil and
suitable growth media that cannot be utilized immediately for reclamation
shall be stockpiled in an area where it will not be disturbed until needed
r for reclamation.
(
Jr
Draft Environmental Impact Report 3 x ER-96-3
i
