The project proposes a reclamation sequence and schedule that would minimize storage <br /> of topsoil. Topsoil removed from the mining area would be either used immediately for <br /> reclamation of completed mining areas or segregated and stockpiled. The soil stockpiles <br /> would be planted to prevent erosion. <br /> Sec. 3711(e) Topsoil and suitable growth media shall be redistributed in a manner that <br /> results in a stable, uniform thickness, consistent with the approved end <br /> use, site configuration, and site drainage. <br /> C.� <br /> The reclamation plan for the project proposes placement of five feet of fine-grained � <br /> sediment on a very gently sloping reclaimed agricultural field. Drainage would occur as <br /> sheetflow to drainage ditches. The design of the field indicates that the soil on the <br /> agricultural fields would be stable. Slopes along the perimeter of the lowered agricultural <br /> fields would be planted with native and non-native grasses. The steepness (1.5:1) of the <br /> reclaimed slope could present significant erosion potential and potential problems <br /> establishing and maintaining adequate vegetative cover. This impact is addressed by <br /> Mitigation Measures 4.2-3a and 4.2-3b. <br /> ment Title <br /> San Joaquin County Development <br /> The San Joaquin County standards far extraction of mineral resources are presented in <br /> Chapter 9-1415 (Quarry Excavation Standards) of the San Joaquin County Development <br /> Title. The standards include measures for control of erosion, revegetation, and slope <br /> stability hazards. The following standards apply to the proposed project: <br /> Sec. 9-1415.3(b) Stockpiling. No stockpiled soil or materials shall be placed closer <br /> than twenty-five 25 feet to a roe boundary except as provided <br /> ty ( } property�`tY <br /> in Subsection(m). <br /> The project proposes stockpiling of soil or other material along the eastern margin of the <br /> project site at a distance of not less than 50 feet of the property boundary. Although the <br /> project proposes a landscape berm along the eastern property boundary along Koster <br /> Road within 25 feet of the property boundary, construction of the berm is required by Sec. <br /> 9-1415.3(m) of the Development Title to address visual impacts of mining operations. <br /> Therefore, the project appears to be in compliance with this standard. <br /> Sec. 9-1415.3(d) Erosion Control. Protective vegetative planting, silt screen dams, or <br /> other approved methods shall be requiredwired where necessary <br /> for the <br /> control of erosion. An erosion and sediment control plan approved by <br /> Development Services Division shall be part of the reclamation plan. <br /> The reclamation plan for the proposed project details provisions for control of drainage and <br /> revegetation of reclaimed slopes and agricultural areas. The plan provides a drainage <br /> collection conveyance system. Fallowing approval of the drainage and erosion control <br /> aspects of the proposed project by the Development Services Division, the project would <br /> Draft Environmental Impact Report 4 ER-96-3 <br />
