Potential impacts related to soil erosion on the <br /> reclaimed slopes are addressed in Mitigation Measures 4.2-3a and 4.2-3b. <br /> Sec. 9-1415.3{8} Replacement of Topsoil.. In agricultural areas, the topsoil shall be set <br /> aside, and upon completion of an excavation, the topsoil shall be <br /> replaced and the site leveled in conformance with the excavation <br /> permit. This requirement may be waived if the property is to"be <br /> rehabilitated for a use other than agriculture which is consistent with <br /> the General Plan, or if a soils report indicates the replacement of the <br /> topsoil will not enhance the agricultural suitability of the property. In <br /> such cases, the topsoil may be removed from the site. <br /> t The reclamation plan proposes to remove and segregate topsoil during excavation. The <br /> segregated soil would be used to construct the vegetated 'landscape berm. The <br /> reclamation of the bottom of the mining area would be filled with processing fines and any <br /> . _ additional topsoil. Under this plan, all of the topsoil would not be used for replacement in <br /> the proposed agricultural reclamation area. Therefore, the project would not appear to be <br /> in compliance with this standard. The Ian doe <br /> p p snot contain a sols report that indicates <br /> that the topsoil would not enhance the agricultural capability of the soil. Mitigation <br /> Measures 4.2-8a and 4.2-8b address potential impacts on the agricultural capability of the <br /> project site soils. <br /> Sec. 9-1415.3(k)(1) Terracing Required. All slopes over fifty (50) feet in height shall be <br /> terraced with a maximum vertical distance between terraces of fifty <br /> (50) feet. Each terrace or bench shall be a minimum of twelve (12) <br /> feet wide. <br /> 4 . <br /> The design of the.proposed project, which includes slopes in excess of 50 feet in height, <br /> provides for benching of final reclaimed slopes in conformance with this standard. <br /> 4 <br /> Sec. 9-1415.3(k)(2) Terrace Drainage. Drainage plans with calculations shall be <br /> ell submitted :for approval to Development Services Division for all <br /> ' terraces as part of the reclamation plan. <br /> Terraces for reclaimed final slopes shall be sloped back towards the <br /> ' fill and be designed such that runoff is directed to collection points <br /> - where it can enter catch basins and be conveyed via pipes or other <br /> acceptable. conveyance to the toe of the slope.
