vicinity map. All of the neighbors were under the impression that meant the
plans were still in the planning stage and that we would continue to be informed
and updated as the plan solidified.
In mid December, I looked out to see someone wandering around my property.
Again,I went out to investigate. Hillary White, a certified ecdlogist from-HT
Harvey, was assessing my property, and the possible environmental impact of a
tower on the local wildlife. She had a map of the location of the proposed tower,
and I was stunned at how close the proposed tower was to my property line. I
ran into my house and called Aaron DeLau, the project manager with On Air, the
wireless acquisition and construction firm, who'had been among the original
people to visit the property. Mr. DeLau informed me that they had made the
decision to install the tower directly across from the 80+ year old eucalyptus
trees on MY property, in order to 'hide` it (if such a thing is even possible!).
Luckily, on that day I happened to be home or I still would not have seen the
plan.
This site placement is problematic for several reasons. In addition to the fact that
it would be an eyesore, those old trees are not only a habitat for the horned owls,
but have also had severe limb failures over the last few years. I have been a
certified arborist since 1997 and am more than qualified to judge the overall
health of the trees. I mentioned these concerns to Ms. White, who simply took
more photographs of the trees. Her report has also never been seen.
Mr. DeLau assured me that the tower was NOT a 'done deal' and that in mid-
February, all of the affected neighbors would receive a letter, giving us a chance
to discuss and/or oppose the project. In preparation, we met with all the
neighbors along the road and we came to the conclusion that it was best to wait
until we received this notification before deciding how to proceed, but we all
agree that if the tower is to be constructed SO close to owner occupied homes,
that we would definitely'have to oppose the project. We did agree, however, that
we shouldn't rush to judgement, that we needed to see the specifics of the
project before proceeding, one way or another.
However, today, February 7th, another caravan of cars pull up the road and the
people from Verizon tell me that the permit-has already been approved? I
immediately called Mr. DeLau, who says, no, the permit has not been issued.
Clearly the right hand has no clue what the left hand is doing. In order to get to
the bottom of this, I called the San Joaquin Company planning office myself and
discover that the permit HAD been issued on February 4, 2014. We received NO
letters and had no opportunity to oppose this project and the"location of the
tower. As a sidenote I, again just happen to be home on this day. Had I not
confronted the Verizon reps, no one on our road would know that the permit had
been issued, and most likely the 10 day (February 14, 2104) appeal deadline
