1%. Infitial Study—LID Annexation
a) Conflict with or obstruct implementation of the applicable Air ❑ ❑ ❑ 0
Quality Attainment Plan?
b) Violate any air quality standard or contribute to an existing or ❑ ❑ ❑ 0
projected air quality violation?
c) Result in a cumulatively considerable net increase of any criteria ❑ ❑ ❑ 0
pollutant for which the project region is non attainment under an
applicable federal or state ambient air quality standard (including
releasing emissions that exceed quantitative thresholds for ozone
precursors)?
d)Expose sensitive receptors to substantial pollutant concentrations? ❑ 0 ❑ ❑
e) Create objectionable odors affecting a substantial number of ❑ ❑ ❑ 0
people?
Air Quality impacts associated with the project are limited to construction activity. Air quality impacts a
result of development were analyzed at a project level with the River Islands EIR, including those relating
to construction activities. The River Islands EIR and MMRP indicated that construction activities
associated with the proposed development project would result in the generation of nitrogen oxides(NQ),
reactive organic gases(ROG),and particulates(PM10)emissions. The San Joaquin Valley Air Pollution
Control District(SJVAPCD)emphasizes implementation of effective and comprehensive control
measures rather than requiring a detailed quantification of construction emissions. The SJVAPCD
requires that all feasible control measures(dependent on the size of the construction area and the nature of
the construction operations)shall be incorporated and implemented. This mitigation was adopted by the
City with River Islands, and the proposed Project will incorporate these same mitigation measures for
construction of utility lines, pole structures, substations and other facilities.
For the provision of sewer and water services, air quality impacts were analyzed in the Lathrop Water,
Wastewater and Recycled Water Master Plan EIR (Master Plan EIR), River Islands EIR and for sewer
and recycled water, the Phase I Expansion of Water Recycling Plant No. I EIR and LAFCO's LID
Formation Initial Study/MND. All of these documents are incorporated by reference. Any impacts
associated with these services would be mitigated by the mitigation measures identified in these previous
documents and no additional analysis is necessary. Copies of the documents are available in the San
Joaquin County Community Development Department Office.
The proposed project does not involve substantial changes to the Project which will require major
revisions of the prior environmental documents due to the involvement of new or substantially more
severe environmental impacts because the LID formation and the LID's provision of services previously
were evaluated in the prior environmental documents. Further, there are no substantial changes with
respect to the circumstances in which the project will be undertaken that would involve new or more
intensive impacts in this issue area. Finally, there is no new information of substantial importance, which
was not known and could not have been known when the prior environmental documents were prepared,
that indicates that the project would have new or more severe aesthetic impacts or that considerably
different or feasible mitigation measures are available that the LID declines to implement. The proposed
project would not require additional mitigation measures to avoid new significant environmental effects.
For these reasons,no further analysis is required.
2.3.3 Mitigation Measures
24
