Several <br /> goals and policies in the General Plan specifically address noise issues. Those applicable to the proposed <br /> project are listed below. <br /> I. Areas within the City shall be designated as noise-impacted if exposed to existing or <br /> projected future noise levels exterior to buildings exceeding 60 dB CNEL or the <br /> performance standards prescribed in the Noise Element. <br /> 2. New development of industrial,commercial or other noise generating land uses will not <br /> be permitted if resulting exterior noise levels will exceed 60 dB CNEL in areas <br /> containing residential or other noise-sensitive land uses. Additionally, new noise <br /> generating land uses which are not preempted from local noise regulation by the State of <br /> California will not be permitted if resulting noise levels will exceed the performance <br /> standards contained in the Noise Element in areas containing residential or other noise- <br /> sensitive land uses. <br /> 3. Noise level criteria applied to land uses other than residential or other noise-sensitive <br /> uses shall be consistent with the recommendations of the California Office of Noise <br /> Control. <br /> City of Lathrop Noise Ordinance <br /> Noise regulations for the City of Lathrop are presented in Chapter 8.20 of the municipal code,the Noise <br /> Ordinance. Section 8.20.100 prohibits the operation of machinery,equipment,fans,air conditioning,and <br /> similar devices so as to create noise that would cause the noise level at the property line of any property to <br /> exceed the "ambient base noise level" by more than 5 decibels(dB).The ambient base noise level is the <br /> greater of the"ambient noise" or the specific values shown in the ordinance.Ambient noise is the noise <br /> level obtained when the noise level is averaged over 15 minutes without the inclusion of noise from <br /> isolated identifiable sources.
