Jnrtiai Study—LID Annexation d) A substantial temporary or periodic increase in ambient noise E F-1 ❑ levels in the project vicinity above levels existing without the project? e) For a project located within an airport land use plan or, where El ❑ ❑ 0 such a plan has not been adopted, within two miles of a public airport or public use airport, would the project expose people residing or working in the project area to excessive noise levels? t) For a project within the vicinity of a private airstrip, would the ❑ ❑ ❑ 0 project expose people residing or working in the project area to excessive noise levels? The proposed Project would not create any long term noise impacts from operation of its facilities. It will however,create short-term construction impacts in areas near sensitive receptors. As a result,adherence to the City's Noise Ordinance that limits construction activity to certain times of day will be recommended for approval. For the provision of sewer and water services, noise impacts were analyzed in the Lathrop Water, Wastewater and Recycled Water Master Plan EIR (Master Plan EIR), River Islands EIR and for sewer and recycled water, the Phase I Expansion of Water Recycling Plant No. 1 EIR and LAFCO's LID Formation Initial Study/MND. All of these documents are incorporated by reference. Any impacts associated with these services would be mitigated by the mitigation measures identified in these previous documents and no additional analysis is necessary. Copies of the documents are available in the San Joaquin County Community Development Department Office. The proposed project does not involve substantial changes to the Project which will require major revisions of the prior enviromnental documents due to the involvement of new or substantially more severe environmental impacts because the LID formation and the LID's provision of services previously were evaluated in the prior environmental documents. Further, there are no substantial changes with respect to the circumstances in which the project will be undertaken that would involve new or more intensive impacts in this issue area. Finally,there is no new information of substantial importance,which was not known and could not have been known when the prior environmental documents were prepared, that indicates that the project would have new or more severe aesthetic impacts or that considerably different or feasible mitigation measures are available that the LID declines to implement. The proposed project would not require additional mitigation measures to avoid new significant environmental effects. For these reasons,no further analysis is required. 2.11.3 Noise—Mitigation Measures Noise 1: Unless otherwise permitted by the City of Lathrop,all LID construction activity shall be limited within residential zones,or within 500 feet of a residential zone,between 10 p.m. and 7 a.m.on Sunday through Thursday and between 1 I p.m. and 9 a.m. on Friday, Saturday,and legal holidays. 2.11.4 Noise—References City of Lathrop(Grunwald and Associates).Comprehensive General Plan&Environmental Impact Report.
