Adopted November 10, 2001 <br /> 2.12 Population and Housing: <br /> The proposed LID annexation does not create housing,nor does it affect issues relating to population. <br /> LID proposed to serve the pending population of the River Islands project and its few agricultural <br /> customers. Population within the River Islands planning area will likely exceed 25,000 persons by 2025. <br /> As described earlier in this document, the River Islands project will create 11,000 new dwelling units. <br /> There are only a few existing residents in the proposed service area of LID and most of these will likely <br /> be move or abandoned after development of the River Islands project occurs. <br /> 2.12.1 Regulatory Background <br /> The City of Lathrop General Plan and the WLSP include the goals and policies related to population and <br /> housing. However,none of these goals and policies pertains to the proposed Project. <br /> 2.12.2 Population and Housing—Impacts <br /> Potentially Less Than Less Than No Impact <br /> Significant Significant Significant <br /> Impact with Impact <br /> Mitigation <br /> Incorporation <br /> DL POPULATION AND HOUSING—Would the project: <br /> a)Physically divide an established community? <br /> b) Conflict with any applicable land use plan, policy, or ❑ El ❑ N <br /> regulation of an agency with jurisdiction over the project <br /> (including, but not limited to the general plan, specific plan, <br /> local coastal program, or zoning ordinance) adopted for the <br /> purpose of avoiding or mitigating an environmental effect? <br /> c) Conflict with any applicable habitat conservation plan or ❑ ❑ ❑ 0 <br /> natural communities' conservation plan? <br /> Population and housing issues were thoroughly addressed in the River Islands EIR, specifically regarding <br /> the development program. There are no direct impacts from the proposed Project on population and <br /> housing and no mitigation measures proposed for the proposed Project, since the proposal is to only add <br /> 55 <br />
