sl..� mitiai Study—LID Annexation <br /> The City of Lathrop General Plan(General Plan) includes several policies specifically related to the <br /> public services(fire,police,public schools, solid waste management). However,only the following <br /> policies under the "Safety Goals and Policies;section of the General Plan apply to the proposed project: <br /> 1. The City will work to maintain a fire flow standard of 3,000 gpm [gallons per minute] for <br /> all commercial and industrial areas,and 1,500 gpm for residential areas,to assure <br /> capability to suppress urban fires. In strategic areas,the City should provide above <br /> ground water storage with capacities sufficient to supply the City for required durations. <br /> 2. The City will maintain a street system which is capable of providing access to any fires <br /> that may develop within the urban area,and which is capable of providing for the <br /> adequate evacuation of residents in the event of an emergency condition of magnitude. <br /> 2.13.2 Public Services—Impacts <br /> Potentially Less Than Less Than No Impact <br /> Significant Signifcant Significant <br /> Impact with Impact <br /> Mitigation <br /> Incorporation <br /> XIII. The River Islands EIR proposed mitigation measures for this impact that <br /> would be required of this project,requiring any new construction to prepare and implement traffic control <br /> plans for construction activities that may affect road rights-of-way. The traffic control plans must follow <br /> California Department of Transportation standards and be signed by a professional engineer. <br /> Additionally,the proposed substation will provide appropriate access(fire lanes,etc.)for emergency <br /> purposes. The Project would not require additional or more effective mitigation measures to avoid <br /> significant environmental effects other than the mitigation measure described above. The impacts are <br /> considered less than significant. <br /> For the provision of sewer and water services, public services impacts were analyzed in the Lathrop <br /> Water, Wastewater and Recycled Water Master Plan EIR (Master Plan EIR), River Islands EIR and for <br /> 57 <br />
