In the 2005 photo, it appears that the Site has been replanted. No other significant
changes are apparent.
These photos are included in Appendix 3 of this report.
4.0 SITE INSPECTION
David Welch of Live Oak inspected the site on April 23, 2010. Photographs of the Site
are attached to this report as Appendix 2.
The Site is walnut orchard. A barn with an adjacent shade structure is located near the
northeast corner of the Site: plastic irrigation pipe is stored at that location. An irrigation
water pumping station is located near the southwest corner of the Site. An irrigation
canal crosses the southwest corner of the Site.
An engine and above-ground diesel tank are located inside the pumping station
structure. A small bucket located in the ground outside the structure appears to catch
waste oil during maintenance activities; some oil was present in this container. Mr.
Robertson indicated that the unit was being serviced at the time of the site visit. The oil
has since been disposed into a waste oil tank on another property of his (personal
communication, April 26, 2010).
The adjacent land is agricultural, with rural residences located to the north and east. A
pond for irrigation return water is located along Lehman Road to the south of the Site.
5.0 INTERVIEWS
5.1 Interview with Property Owners
Hal Robertson was interviewed by telephone on April 15, 2010. He indicated that he
has owned the property approximately eight to ten years, but it has been in his family at
least 30 years. The property is currently a walnut orchard with a barn. The orchard was
planted five years ago; prior to that, the land was used for row crops. The barn is old,
and Mr. Robertson plans to tear it down soon. Mr. Robertson indicated that there are
no wells or septic systems on the Site, but there is a diesel-powered pump at the
southwest corner of the Site for pumping irrigation water. He stated that no chemical
mixing or storage takes place on the Site. Mr. Robertson was not aware of any fuel
tanks, dumping, or other environmental concerns on the Site or in the vicinity.
LOGE0916 Page 3
