Linne Estates LLC <br /> 7701 Bates Road <br /> Tracy, CA 95304 <br /> Phone and Fax 209/835-7284 <br /> December 11, 2001 <br /> SO Ben Hulse, Director � Op <br /> SanJoaquin County Development Department -r- <br /> 18 10 <br /> r-1810 Hazelton Avenue Xf <br /> Stockton, CA 95205 <br /> Dear Ben: <br /> Along the northerly boundary of Linne Road the County is currently processing three applications, <br /> for contiguous parcels wherein two of the applicants appear to have an agenda likely to cause the <br /> area to end up with poor land use, complex circulation, and duplicate services. Linne Estates, LLC, <br /> the initial applicants, met with the two adjacent land owners in an effort to combine all properties <br /> into one application. Both owners elected to file separate applications intending to map lots within <br /> their existing property boundaries and to provide their own services. Accordingly, the undersigned <br /> is requesting that the various County agencies condition any G.P./Zone applications of parcels, <br /> contiguous to the original applicant, to make separate studies or to pay for a prorated share of tl}e <br /> following: <br /> 1. Water quantity study for increased density. (.e. $17,500 consultant + $1,760 Health <br /> Department.) <br /> 2. Annexation and detachments (LAFCO) <br /> 3. Nitrate loading study (Env. Health). <br /> 4. If prorating expenses, administration and overhead expense to achieve above. <br /> And, assuming Board approval of G.P./Zone applications, at mapping stage, kit fox, owl,noise, <br /> traffic, R.W.Q.C.B., engineering, bonding, soil contamination, percolation, master plan, and <br /> administration and overhead expenses to achieve above. <br /> The above is intended to satisfy the much discussed matter of equal and equitable treatment for all <br /> applicants. <br /> Application Data (See plat attached). <br /> 1. Linne Estates, LLC — (G.P:01-2/ZR-01-7) <br /> As a condition of the above application, the LLC engaged in a water study (See Env. <br /> Health letter dated 9/7/01 obtained a will serve letter for water service from Castello <br /> Estates, LLC, annexed to CSA 44, detached (LAFCO)from B.C.I.D., and stipulated to <br /> Environmental Health that, at mapping, stub outs for water and waste water would be <br /> installed to accommodate the existing 14 homes, and to stub out water for Jefferson <br /> School and the Cole commercial complex who have nitrates exceeding the MCL. <br /> This matter has been approved by the P.C. and is scheduled for the Board on 11/15/02. <br /> We plan to commence with our tentative map within two weeks. <br />
