Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Site Approval application No. PA-1600128 with the Findings and Conditions of <br /> Approval contained in the Staff Report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the proposed uses (Agricultural Truck Parking and <br /> Farm Services) may be conditionally permitted in the AG-40 (General Agriculture, 40 <br /> acre minimum) zone with an approved Site Approval application. The AG-40 zone <br /> implements the General Plan's A/G (General Agriculture) designation. The subject <br /> parcel has the AIG General Plan designation and is zoned AG-40. Therefore, both uses <br /> are consistent with the goals, policies, standards, and maps of the General Plan. There <br /> are no Master Plans, Specific Plans, and/or Special Purpose Plans in the project <br /> vicinity. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because adequate utilities, access roads, drainage and other <br /> necessary facilities will be provided. The projects do not require sanitation or water <br /> supply facilities as the proposed uses do not utilize anv structures. The approximately <br /> 10-acre parcel provides natural, onsite drainage. To insure that the proposed <br /> improvements are properly related to the roadway, the Department of Public Works is <br /> requiring that the applicant improve the driveway approach in accordance with the <br /> requirements of San Joaquin County Improvement Standards Drawing No. 17 <br /> including return radii to accommodate truck-trailer movements for trucks exiting the <br /> site so as not to encroach on opposing lanes of traffic. Additionally, the Community <br /> Development Department is requiring a minimum of 100-feet of permanent surfacing <br /> on the driveway from the edge of the existing right of way of N. Locust Tree Road to <br /> provide dust mitigation and to prevent dirt and debris from spilling onto the roadway. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the parcel is of adequate size and shape to <br /> accommodate the proposed uses and the requirements of the Development Title. The <br /> Site Plan shows there is sufficient area for parking and circulation in compliance with <br /> Standards of the Development Title. The applicant has requested a modification to the <br /> required dimensions for truck parking spaces from a 15-foot width to a 9-foot width to <br /> better accommodate the storage configuration needed for the trailers. The site is of <br /> adequate size to allow for 15-foot wide spaces; however, the 9-foot wide spaces are <br /> more suitable to the actual use. <br /> San Joaquin County PA-1600128/Mettler <br /> Community Development Page 6 <br />
